Those who complete 5,000 premium days may be eligible for retirement. A draft law prepared for submission to the Grand National Assembly of Turkey (TBMM) includes proposals affecting retirement. If approved, it is discussed that a pension could be granted for those with 5,000 premium days. The items first raised in 2020 have been finalized after consultations and final reviews, and a legislative package has been prepared and submitted to the TBMM for approval.
Following the preparation and submission of the draft law, thousands of citizens are closely watching the Assembly’s agenda. The people most directly affected are veterans, disabled former soldiers, and those disadvantaged by insufficient premium days. According to the information released on behalf of these groups, retirement good news is expected. As veterans and disabled persons are prioritized, the proposed law will primarily address their cases.
Matters opened for discussion in the TBMM have been combined and presented as a omnibus bill for approval. The most significant element in the submitted omnibus bill concerns retirement provisions. Unlike ordinary bills, an omnibus bill collects multiple separate proposals and, during the committee phase, merges them into a single text to be voted on.
What Does the Omnibus Bill Contain?
The omnibus bill includes several provisions that are important to the thousands of citizens awaiting the Assembly’s decision, especially those who are disabled, veterans, or suffering from insufficient premium days. The draft emphasizes that priority in the new law will be given to veterans and disabled citizens.
Within the omnibus bill, items submitted to the Assembly include increasing the funding for credit guarantee institutions to 35 billion TL to support small and medium-sized enterprises (SMEs), classifying illegal betting and gambling as catalog crimes, provision of a second pension for veterans, and postponement of natural gas and electricity debts in case of natural disasters.
To support SMEs, the guarantee resources, previously 25 billion TL, would be raised to 35 billion TL. This measure would bring total financial support provided to the market to 175 billion TL to date. Employer support for the 2020 minimum wage will be set at 75 TL.
With the regulation of professional qualification certificates, support from the Unemployment Insurance Fund will continue until the end of 2021.
Who Can Retire with 5,000 Premium Days?
Who will receive retirement priority? According to the written statement released, work that began with a 17-year expectation produced results, while the Assembly is considering a 20-year basis for eligibility this year. Work on the subject continues, and veterans and disabled citizens are expected to obtain their rights. For veterans and disabled persons, if they meet 20 years of insured service and 5,000 premium days, a pension may be granted.
Heavier Penalties for Sellers of Smoothbore Weapons
Penalties for unlawful production of smoothbore shotguns, sporting and target shotguns, and pistols without the required activity permits will be increased. Prison sentences for those producing such weapons outside permitted activities will range between 3 and 5 years.
Regarding firearms, selling to persons without a purchase permit will carry prison sentences of 1 to 3 years. Advertising and promotion of such weapons online will also incur fines up to 419,000 TL.
