What Are the KOSGEB Application Requirements?

Entrepreneurship applications to KOSGEB are completed via the e-Devlet pages for “Traditional Entrepreneur Support Program Application” and “Advanced Entrepreneur Support Program Application.”
The KOSGEB Traditional Entrepreneur Support application process is completed as follows:
- Open the “Small and Medium Enterprises Development and Support Administration (KOSGEB)” page and navigate to the application section.
- Click the “Verify My Identity Now” button to proceed with authentication.
- On the authentication screen enter your T.C. Identification Number and e-Devlet Password, then click “Login” to complete identity verification.
- After authentication you must continue the process on the KOSGEB application. Click the “Go to Application” button to be redirected to the relevant page.
Read the six-point information note on the page and check the “I Accept” box below it. Then enter the T.C. identification number or tax number registered with KOSGEB and click “Enter”.
- Complete the application form you reach, fill in all required fields, and submit your KOSGEB Traditional Entrepreneurship application.
To apply for the KOSGEB Advanced Entrepreneur Support Program via e-Devlet, follow these steps:
- Go to the KOSGEB page and access the “Advanced Entrepreneur Support Program Application” section.
- Authenticate using your T.C. identification number and e-Devlet password.
- Click the red-framed “Go to Application” button to continue on the KOSGEB site.
- Check the consent box as described above, enter your T.C. identification or tax number, and click “Enter” to reach the application form.
- Fill out the application form completely and submit it to KOSGEB.

- Follow the link to the application forms, then click the “İŞGEM Application Form” as shown.
- On the first page, write the name of the KOSGEB Directorate and the Business Development Center you are applying to in the petition section. After printing the form, sign it with your name, surname, and date in the boxed area.
- Indicate whether the Business Development Center is active or will be newly established by checking the box shown in the brown section. Complete the expense items shown in the purple frame. If you prefer early payment, tick the related box and continue to the next page.
- On the final page, enter the requested support amounts in the relevant fields, print the completed form and sign it.

Requirements for applying for a KOSGEB loan include:
- Being a citizen of the Republic of Turkey (T.C.),
- Being at least 18 years old,
- Completing the 32-hour applied entrepreneurship training and obtaining the certificate,
- Having the business registered within the last year,
- Being registered in the KOSGEB database,

You can apply for KOSGEB training through e-Devlet. Use the “Participation in Entrepreneurship Training” service on the KOSGEB services page. The steps to apply are:
