Hygiene Certificate is a legally required document for workers in sectors such as food, cleaning and healthcare. It certifies that the person has received training on hygiene rules and can work in accordance with those rules. In Turkey, individuals who want to obtain a hygiene certificate can complete the training through Public Education Centers (Halk Eğitim Merkezleri) or certain private institutions. Successful participants receive a certificate at the end of the training, which can be verified via the e-Government (e-Devlet) system.
The hygiene certificate is not only proof of an individual’s competence but also demonstrates that the employer fulfills legal obligations. Everyone working in food production, restaurants, bakeries, hair salons, cleaning companies and similar workplaces is required to hold this certificate. To obtain it, one must attend the training, pass the exam given at the end of the course, and then access the certificate through e-Devlet.
What Is a Hygiene Certificate?
Hygiene certificate is an official training certificate that shows a person can work in accordance with health and cleanliness standards. This certificate is mandatory especially for employees in sectors that directly affect public health. At the end of the training, the certificate officially confirms that the participant has learned and can apply hygiene procedures.
The hygiene certificate is issued by courses approved by the Ministry of National Education (Milli Eğitim Bakanlığı – MEB) and is valid nationwide. It is particularly required in the following sectors:
- Employees in food production and distribution businesses,
- Staff working in restaurants, eateries, bakeries and cafes,
- Workers in hairdressers, barbers, beauty salons and spas,
- Personnel providing cleaning and maintenance services,
- Support staff working in healthcare institutions.
The hygiene certificate is considered evidence that the employer has met legal obligations and trained the employee in hygiene rules. It is also important to avoid fines during inspections.
Is the Hygiene Certificate Mandatory? Who Must Obtain It?
Obtaining a hygiene certificate is legally mandatory for certain occupational groups. According to the Hygiene Training Regulation enacted in 2013, those working in areas that directly affect human health must receive hygiene training and hold this certificate. People without the certificate cannot be legally employed in these positions during inspections, and workplaces can be fined.
Areas Where the Hygiene Certificate Is Mandatory
- Food production and sales premises (bakeries, patisseries, greengrocers, butchers, markets, etc.),
- Personnel working in restaurants, diners, buffets, cafes and canteens,
- Staff in accommodation services such as hotels, pensions and dormitories,
- Barbers, hairdressers, beauty salons, tattoo and piercing studios,
- Workers in bathhouses, saunas, pools and spa services,
- Cleaning staff employed by cleaning companies,
- Personnel providing patient care and support services in the health sector.
Who Is Not Required to Obtain the Certificate?
- Office workers and clerical staff who work at desks,
- Employees in industrial production who do not have direct contact with people,
- Managers and administrators who perform only administrative duties.
It is not legally appropriate for people working in occupations that require the hygiene certificate to start work without it. Employers are also held responsible if they employ staff who do not comply with this rule.
