KPSS for Candidates with Disabilities: Guide and Tips

Every year in our country many examinations are held. Following these exams, a preference period opens and public institutions recruit civil servants. The exam taken into account for hiring to public institutions is the Public Personnel Selection Examination (KPSS). KPSS is held at specific intervals each year. One variant of the Public Personnel Selection Examination is the E-KPSS. Known as the Disabled KPSS, this exam is used for hiring people with disabilities into public service.

The Disabled KPSS, formally called the Disabled Public Personnel Selection Examination, is administered to select disabled candidates for civil servant positions. The exam is prepared by the Assessment, Selection and Placement Center (ÖSYM) and is conducted across 81 provincial centers. The Disabled KPSS process includes exam registration, administering the exam, and announcing results through the official system.

Who Can Apply to the Disabled KPSS?

Certain requirements must be met to apply for the Disabled KPSS. Candidates who want to apply should meet the following conditions:

  • Applicants must be Turkish citizens.
  • Applicants must be at least 18 years old. Those who have completed vocational or art school must be at least 15 years old.
  • Individuals must not be deprived of public rights.
  • Even if the statute of limitations has passed, candidates must not have been sentenced to imprisonment for one year or longer for an offense, nor be convicted of crimes specified in the Turkish Penal Code.
  • Applicants must satisfy the military service condition specified in Law No. 657 on Civil Servants.
  • Candidates must fall within the scope defined by the Regulation on the Disabled Public Personnel Selection Examination and the Recruitment of People with Disabilities to Civil Service, and must have a disability level of at least 40% that still allows them to work.
  • In addition to these requirements, applicants must meet any special conditions requested by the institutions to which they will apply.

Applicants must meet the conditions listed above; otherwise they will not be eligible to take the exam. After Disabled KPSS results are announced, candidates should pay attention to certain points during the placement and preference stages, including the following:

  • Applicants must meet all requirements specified by the institution they prefer.
  • Candidates should have complete documentation such as temporary graduation certificates, diplomas, and any certificates required for the position they will apply to.
  • If the institution accepts applications from multiple departments, it is sufficient for the candidate to have graduated from just one of those departments.
  • Some institutions may require an “MEB-approved Computer Operator Certificate” among application conditions. For these positions, an MEB-approved Computer Analyst-Programmer Certificate or Computer Programmer Certificate may also be accepted.
  • Candidates applying to certain specialized positions must hold the specific certificates or qualifications listed for those roles.
  • If a candidate is found to have made false statements, their appointment will not be made; if an appointment has already been made, it will be cancelled and relevant provisions of the Turkish Penal Code will be applied.

For placement through the Disabled KPSS, the score type used for secondary education graduates is EKPSSP1, for associate degree graduates is EKPSSP2, and for bachelor’s degree graduates is EKPSSP3.

Documents Required for Disabled KPSS Application

Candidates must submit certain documents when applying for the Disabled KPSS. As long as these documents are completed, eligible individuals can apply. First, the candidate’s photograph in the system must be current and comply with the photo requirements.

Applicants’ education information must be up to date in the system. Candidates whose information is not current can visit ÖSYM centers to verify and update their records.

Before going to an ÖSYM Application Center, applicants must obtain the “Pre-Acceptance and Commitment Declaration” prepared by the provincial or district directorate of the Ministry of Family and Social Services. Applications from candidates who do not possess this document will not be accepted.
