Bağ-Kur report inquiry is a service for citizens who receive social security through Bağ-Kur. This application allows Bağ-Kur beneficiaries to check the status of their incapacity payment (report allowance) applications. Before explaining how to query Bağ-Kur reports, it is useful to understand how Bağ-Kur works and what incapacity payments cover. Bağ-Kur is one of the institutions within our country’s social security system. Social security ensures that medical expenses arising from health issues are covered by insurance and also provides retirement rights. Bağ-Kur is one of the providers of these services. Incapacity payment (report allowance) is a benefit that becomes available when a person cannot continue working due to a work accident or illness. Through this payment, the individual’s loss of income caused by being unable to work during treatment and recovery is partially or fully covered by their social security institution. This protection prevents citizens from suffering financial harm due to illness or health problems. The way incapacity payments work for Bağ-Kur beneficiaries differs from other schemes. People who meet the conditions set by law can receive report allowance payments. The Bağ-Kur report inquiry is used to obtain information about these payments.

The national social security system provides coverage according to how a person works. Three institutions operate under the Social Security Institution: Emekli Sandığı (Pension Fund for civil servants), the Social Insurance Institution (for private sector employees), and Bağ-Kur. These institutions provide coverage based on the type of employment. If a person is a public employee, their social security is handled by Emekli Sandığı. Private sector workers are covered by the Social Insurance Institution. Bağ-Kur works differently: those who benefit from Bağ-Kur pay their own contributions that fund the social security system. Therefore, being actively employed by another employer is not a requirement to be a Bağ-Kur member. Self-employed persons, artisans, tradespeople and professionals who work independently can access Bağ-Kur services provided they pay their own contributions. As long as contributions are up to date, Bağ-Kur members are entitled to retirement and health benefits offered by the institution. Incapacity payments are also available to Bağ-Kur members under certain conditions. Previously, Bağ-Kur beneficiaries did not have access to incapacity payments, but since a regulation introduced in 2008, Bağ-Kur members have been able to receive these payments within defined limits.

How is the report allowance obtained?

The report allowance, or incapacity payment, is a financial support provided under health insurance to compensate for loss of earnings when a person cannot work due to illness or injury. To receive this benefit, applicants must meet the legal requirements specified in the relevant legislation. Incapacity payments are intended to prevent financial losses from inability to work caused by occupational accidents or health conditions. Thus, beneficiaries under Emekli Sandığı, the Social Insurance Institution, or Bağ-Kur must satisfy specific conditions to qualify. For example, civil servants covered by Emekli Sandığı have limited situations for receiving this payment because many inpatient treatments and related absences do not create a direct wage loss. Similarly, for Bağ-Kur members, outpatient treatments generally do not qualify for incapacity payments; the fundamental requirement is that the situation fits the legal definition of incapacity for work.

For Bağ-Kur members, the report allowance is regulated by Article 4, paragraph 1 of Law No. 5510. If an insured person receives inpatient treatment due to illness and is granted a medical rest report that includes the inpatient period and subsequent recovery days, temporary incapacity payments can be made for each day specified in the report. To be eligible, the person must not have overdue contribution payments or outstanding premium debt that would disqualify them under general health insurance rules. In practice, Bağ-Kur members who suffer a work-related accident or develop an occupational disease that requires inpatient treatment, and who are subsequently given a rest report, can receive incapacity payments for each day covered by the report. The Bağ-Kur report inquiry is used to check the status of these incapacity payment applications.

The Bağ-Kur report inquiry can be performed through the e-Government (E-Devlet) portal. To access e-Government services, you must first obtain a login password from PTT branches for a small fee.
