With the rapid spread of internet technologies and the onset of the information age, technological concepts are expanding quickly in our country. E-government (e-Devlet) is one of these new concepts. What Is an E-Bildirge?

E-Bildirge is a relatively new concept in Turkey, similar to e-government. Essentially, e-bildirge refers to the electronic submission and payment of social security premiums for employees by employers via the internet. Although many employers are still adapting to the system, e-bildirge is faster and more practical than visiting the Social Security Institution (SGK) in person to pay employee premiums. Employers can use e-bildirge through internet banking provided they set up an automatic payment instruction. Because the e-bildirge interface is provided by the Social Security Institution, it does not present additional risks when used properly.

When employers learn about e-bildirge, they often wonder whether the system is mandatory. To adapt to the information age and modernize public procedures, certain obligations have been introduced by law. If an employer has three or more insured employees at a workplace or factory, using the e-bildirge system is compulsory. Prior to April 29, 2015 this requirement did not exist; however, with the new decree-law both private and public workplaces were obliged to adopt the system.

If a workplace or factory employs fewer than three insured workers, employers may use e-bildirge voluntarily; it is not mandatory for them. One important point: if a workplace has three or more insured workers and the employer does not use the e-bildirge system, administrative fines may be applied in accordance with the relevant legal provisions. Employers should therefore comply carefully with this requirement.

How to Obtain an E-Bildirge Password

After explaining what e-bildirge is and its importance for employers, it is useful to describe how to obtain the e-bildirge password via e-government. Currently, initial e-bildirge applications cannot be made entirely online. To start using the e-bildirge application, the necessary password documents and workplace paperwork must be submitted to the Social Security Institution. However, certain steps such as workplace registration can be completed online. For e-bildirge password procedures, employers should first complete the workplace registration online. Afterward, the e-bildirge password documents and workplace records must be delivered to the Social Security Institution. These documents should be submitted to the relevant authority within one week at the latest.

Other Transactions Possible with E-Bildirge

E-bildirge does not only enable the electronic payment of social security premiums via automatic payment instructions and internet banking. The system also supports many additional functions. For example, employers can query monthly premium and service statements for the employees under their direction through the e-bildirge platform.

In addition to these services, e-bildirge can be used for other transactions. If an insured employee needs a reissued employment entry statement for a recurring situation, this can be obtained through the e-bildirge system. Likewise, when employers require a document proving they have no debt to the Social Security Institution due to certain financial circumstances, e-bildirge can provide this service. The services offered by e-bildirge are not limited to these examples.

Documents Required for an E-Bildirge Password

An important distinction for e-bildirge password applications is whether the employer is a natural person (individual) or a legal entity (corporation). If the employer is an individual, the application for the e-bildirge password can be made by the employer personally. If the employer prefers not to apply directly, they may authorize another person by power of attorney. In that case, the authorized representative can apply to the Social Security Institution for the e-bildirge password using the Monthly Premium and Service Statement. If the employer is a legal entity, the person who has signature authority must apply for the e-bildirge password on behalf of the organization.
