How to Combine SGK Service Periods: Application Guide and Sample Petition

The SGK service consolidation (hizmet birleştirme) process is carried out by submitting a carefully prepared petition to the Social Security Institution. To complete a service consolidation request, you must meet the conditions listed below.

  • You must submit the service consolidation application at least six months before retirement. Those already receiving a retirement pension do not apply for this.
  • If health or technical reasons prevent the person from applying in person, their legal heirs may submit the application on their behalf.
  • There must be no outstanding social security premium debts for the periods to be consolidated.

What Is Service Consolidation?

Service consolidation combines the total insured working periods of people who have worked under different social security schemes into a single total.

Work periods from any of the following institutions can be consolidated:

  • SGK (Social Security Institution)
  • Emekli Sandığı (Civil Servants’ Fund)
  • Bağ-Kur (Social Security for the Self-Employed)

Before retiring, individuals can combine work periods recorded under these institutions to increase their total contribution days. Application status and results can be checked via the e-Government (e-Devlet) portal. By logging in with an ID number and e-Devlet password, applicants can view the outcome of their request through the SGK portal.

What Should Be Considered When Applying?

Key points to remember when consolidating contribution days:

  • For calculation purposes, each year is assumed to have 360 days and each month 30 days.
  • Only days for which premiums have actually been paid are counted.
  • Apply well before retirement—ideally more than a year in advance—to avoid delays or complications.
  • Outstanding debts can arise during consolidation and must be paid to complete the process.

How to Apply for Service Consolidation

The process begins by submitting a service consolidation petition to the institution where you are or were insured.

Information that should be included in the petition:

  • The insured person’s service number
  • Which institution the consolidation request is filed through and which institutions the prior service periods belong to (SGK, Emekli Sandığı, Bağ-Kur)

Following inter-institutional correspondence, contribution days are combined under a single record. This exchange of documents and confirmation typically takes a few weeks.

Who Can Apply for Service Consolidation?

Service consolidation is a right available to people affiliated with specific institutions who meet certain conditions. Eligible groups include:

  • Those who have paid premiums to the Social Insurance Institution while working
  • Those affiliated with the Civil Servants’ Fund (Emekli Sandığı)
  • Those covered by pension funds established under Article 506 of the SGK law
  • Self-employed persons, artists, and other independents registered with the Social Insurance Institution

The application is made only by petition; no additional documents are generally required for submitting the request.

When Should Service Consolidation Be Done?

Because the purpose of consolidation is to combine paid contribution days, the procedure must be completed before retirement. One of the factors determining pension amount is the total number of paid contribution days, so ensuring sufficient days is essential.

Services are consolidated to reach the required number of days or to increase the pension. Private-sector employees file with their insurance institution, while civil servants complete the process through their workplace. The consolidation is finalized through coordination between the employer and SGK.

How Is the Consolidation Calculated?

Key rules applied in calculation:

  • The critical date for calculations is October 1, 2008. For those insured before this date, the contribution-day balance among different institutions is considered with 1,261 days as a reference. If contribution days are equal between two institutions, the last workplace is taken as the basis.
  • For those registered after October 2008, the institution with the highest number of paid days is chosen for calculation.

Important Points About Service Consolidation

Commonly used by many, the following should be kept in mind about consolidation:

  • It does not occur automatically; an application is required.
  • It is not mandatory—it’s a voluntary procedure.
  • Military service and maternity leave with purchased days (borçlanma) are included when counting contribution days.
  • The purpose of consolidation is to increase the retirement pension.
  • Public sector workers should not delay applying, as postponement can negatively affect their pension calculations.

What Is the Seven-Year Rule?

The seven-year rule determines which institution’s record will be taken as primary for those whose insurance registration began before October 1, 2008. For these individuals, the insurance institution where they worked during the last seven years is used as the basis for consolidation.

For example, someone with a 40-year career who worked 33 years as a private-sector worker and the last seven years as a civil servant will have their contributions ultimately evaluated according to their civil servant service.

Can Service Consolidation Allow Early Retirement?

Although consolidation is not designed primarily to enable early retirement, in exceptional circumstances it can help meet earlier eligibility. For Bağ-Kur affiliates, women need 7,200 days and men 9,000 days for retirement in certain provisions.

Under SGK, the required contribution accumulation is 5,000 days for women and 5,975 days for men in some contexts. Regulatory changes in 2008 altered certain rules; if a person can transfer days from Bağ-Kur to SGK, they may benefit from day-count differences and potentially retire earlier.

How Does Military Service Borrowing Affect Consolidation?

Days spent in compulsory military service can be included in consolidation if the individual pays the equivalent premiums. This is possible for those who served as conscripts or reserve officers.

The required premium is calculated based on the statutory minimum wage for the relevant military period. That amount is multiplied by the number of days served; once paid, these purchased days increase the insured person’s total contribution days and are included in consolidation.

In Which Situations Is a Survivor’s Pension Cut After Consolidation?

Whether consolidation was done or not, the surviving spouse of a deceased retiree may receive a survivor’s pension from the state. This pension is terminated if the surviving spouse remarries or passes away. If the surviving spouse later retires or returns to work, the pension is not automatically cut off, but the amount may be reduced based on the income received.

A surviving spouse without children receives 75% of the deceased person’s pension; if they start working, that rate drops to 50%. If there are children, the survivor’s pension is generally 50% and employment does not change that rate.

Sample Petition for Service Consolidation

Citizens wishing to submit a service consolidation request can use a sample petition as a template to prepare their own application.

Does Consolidation Increase Annual Leave Entitlement?

Consolidation can affect annual leave entitlement when changing sectors. Those transferring from the private sector to public service may have their annual leave assessed under Civil Servants Law No. 657. Although annual leave accrual can change over time within the private sector, the number of annual leave days applicable at the last position is taken as the reference.

How to Check the Status of a Service Consolidation Request

You can check the status of a consolidation request via e-Government or the SGK website. Two common methods:

  • Log in to your e-Government account, access the SGK portal, and use the service consolidation inquiry screen.
  • Use SGK’s document search system by entering your ID number and the year the document was submitted.

What once took months can now often be completed within a few weeks. After submitting a consolidation petition to SGK or your workplace, the application status can typically be checked online shortly after submission.
