As legislation on those affected by the retirement age change (EYT) nears completion, new details continue to emerge daily. Questions about retirement with 3,600 and 5,400 days of contributions remain among the most frequently asked topics.

After the devastating earthquakes centered in Pazarcık and Elbistan in Kahramanmaraş, eleven provinces were declared disaster areas. Parliamentary work was paused following the disaster, delaying the EYT bill that was expected to reach the General Assembly in recent weeks. Now that the parliament has resumed, EYT is expected to be among the first agenda items.

NO AGE REQUIREMENT FOR EYT!

Once the EYT regulation is approved by the parliament, it is expected to be implemented quickly. The reform would open the way to retirement without an age requirement for roughly 5 million people affected by EYT.

All insured workers with insurance entry prior to 8 September 1999—whether covered by SSK, Bağkur, or the Pension Fund—will be eligible for EYT without discrimination. For women under SSK, the required contribution days range from 5,000 to 5,975, along with 20 years of insurance coverage. For men, the required insurance period is five years longer than for women.

For Bağkur and Pension Fund members, contribution requirements differ: women would need 7,200 days and men 9,000 days to retire. The insurance period mirrors the SSK rules in that men are required to have 25 years of insurance and women 20 years. Under this proposal, no age requirement would be enforced.

WHEN WILL EYT COME INTO FORCE?

After the General Assembly approves the EYT law, it is expected to be published in the Official Gazette and take effect. The bill had already passed the Parliamentary Plan and Budget Commission and was expected to reach the General Assembly in recent weeks. Following the suspension of parliamentary activity due to the earthquakes, the bill is now expected to come before the assembly in the coming weeks.

In the first phase, about 2.25 million people are expected to benefit from the EYT law. Those who meet the contribution, employment start date, and insurance period requirements will be eligible. Specific conditions and detailed implementation rules will become clear once the law is passed by the parliament. Further details are expected to be announced in the coming days.
