The home care allowance is a monthly payment made by the Ministry of Family and Social Services between the 15th and 30th of each month to individuals who, due to illness or disability, require care from another person.
What Disability Rate Is Required for the Home Care Allowance?
To apply for the home care allowance, the applicant must have a disability report issued by a fully equipped hospital indicating a disability rate of 50% or higher and specifying that the person is severely disabled. In addition, the combined income of all household members divided by the total number of people in the household must be less than two-thirds of the minimum wage.
How Much Is the Home Care Allowance?
As of 2017, the home care allowance was set at 960 Turkish Lira. When calculating household income for the application, it is important to include any disability pensions the household receives; these payments are counted as part of the household’s total income.
Where to Apply for the Home Care Allowance?
Applications must be submitted to the provincial or district directorates of the Ministry of Family and Social Services nearest to the applicant’s place of residence. The directorates review applications and respond in writing within one month. If circumstances change while receiving the allowance—such as the death of the person in need of care or a change of address—the situation must be reported to the provincial or district directorate within fifteen days.
What Is the Role of the Home Care Allowance within the Principle of the Social State?
In accordance with the social state principle set out in Article 5 of our Constitution, the state accepts responsibility for providing appropriate living conditions for citizens who require care. Because these individuals are often excluded from the workforce due to their circumstances, the state must prevent their being disadvantaged. The home care allowance supports this social state principle and plays a crucial role in preventing vulnerable individuals from being isolated or neglected.
