Urban Zoning Inquiry – Ministry of Environment and Urbanization

You can perform zoning inquiries through e-Government (e-Devlet) and the e-Plan system. Using these services, you can learn how to evaluate and use your land parcel. The Ministry of Environment and Urbanization’s zoning inquiry procedures are straightforward and detailed. By entering the requested information during the inquiry, you can find out whether construction is permitted on your land.

Zoning status is important for anyone planning construction on a parcel. Structures built in areas without zoning permission are considered illegal. Constructing an illegal building is both an offense and subject to penalties. It is advisable not to begin any construction without obtaining the necessary permits and completing the required inquiries.

What Is a Zoning Inquiry?

A zoning inquiry is the process of determining how a parcel may be used. As a result of this process, you learn the permitted uses and the required characteristics of any proposed construction. The inquiry yields a zoning status document where these details are recorded. This document contains the specific rules and constraints that apply to the parcel.

The document that indicates the development status of a parcel is the zoning status certificate. Zoning provisions can vary depending on parcel width, location, and other factors. For example, agricultural land may receive up to 4% development permission, while other land types may be allowed up to 40%. You can perform inquiries through municipal systems or access municipal zoning inquiry pages via e-Government.

Information you will typically find in the zoning status document includes:

  • The maximum number of floors allowed on the parcel
  • Eaves and elevation distances
  • Distance between building facades (depth measurement)
  • Setback distance between parcel boundary and façade
  • Floor area and number of floors
  • Ground coverage and floor area ratio
  • Regulations governing construction and layout

Obtaining a zoning status certificate is mandatory when applying for a construction permit.

How Can I Tell If Zoning Permission Exists?

To determine if zoning permission exists, you must obtain the zoning status certificate. Zoning plans differ for each city and district. How you may use your parcel is determined according to the municipality’s zoning plan. The plan also specifies construction details such as number of floors, ground coverage, and setback distances; these are recorded in the zoning status certificate.

You can obtain the zoning status certificate through municipal offices. Applications can be made online or by submitting a written request to the municipality. For a written application, you must submit a petition to the municipal office. During the zoning plan inquiry, you will be asked to provide certain information, typically including:

  • The district and neighborhood where the parcel is located
  • The plan type and scale
  • The announcement start and end dates, if applicable

How Do I Know If My Land Has Been Zoned?

To determine whether a parcel has been zoned, you must perform the relevant inquiries. These can be carried out via the e-Government portal. e-Government provides access to the municipal inquiry pages for all cities. You can also use the e-Plan system for detailed inquiries, or consult the General Directorate of Land Registry and Cadastre for parcel information.

You can use the General Directorate of Land Registry and Cadastre’s parcel query service at parselsorgu.tkgm.gov.tr. After accessing that site, click the “I Accept” button and then select the relevant city to proceed.

By learning the zoning status, you can manage your rights over the parcel correctly. To avoid fines or other problems related to illegal construction, be sure to perform zoning inquiries in a timely manner.

How Can I Find Out How Many Floors Are Allowed on a Parcel?

To learn the permitted number of floors for a parcel, you must obtain the zoning status certificate. That certificate specifies the maximum allowable number of floors along with other parameters like ground coverage and depth. The zoning status certificate defines all construction-related details so that any new building is consistent with the zoning plan and avoids violations.

What Information Appears on a Zoning Status Certificate?

The zoning status certificate contains comprehensive information. Key items include the maximum number of floors allowed, eave height, and ground elevation. It also lists distances between facades and maximum heights, ensuring structures comply with ground and urban conditions. Preparing zoning status certificates is important for maintaining orderly development in cities, districts, and neighborhoods.

What Does “Ada” Mean in Zoning Status?

In zoning terminology, an “ada” refers to a block made up of a group of parcels. The boundaries of an ada are defined by natural and artificial limits. In a zoning plan, the term ada typically denotes an area bordered by streets, roads, avenues, or waterways. Through the Ministry of Environment and Urbanization’s zoning inquiry services, you can view the surrounding blocks (adas) for your parcel.
