In some cases, an employer may request that an employee who has a medical or official rest report (sick leave certificate) present that report to the workplace before the leave period ends. This can cause hardship and health-related difficulties for many private sector employees. However, employers generally should not require such a demand when it creates undue burden.
Issuance of Electronic Reports
When an employee obtains a medical report after visiting a doctor or hospital, they are expected to notify their workplace and, where applicable, present the report. Employers often ask for a physical copy to prevent misuse. However, for employees who are genuinely ill or in critical condition, delivering a paper report in person can create serious problems.
Therefore, the first practical step for both employee and employer is for the employee to call the workplace, explain the situation, and state how many days of leave the doctor has prescribed. This notification helps ensure that work operations continue without interruption. Since physicians increasingly issue reports electronically and these reports are visible directly in the social security (SGK) system, sometimes no paper printout is provided to the patient. In such cases, it is useful for the employee to take a photo of the electronic report if no printed copy is given.
If the employee did not photograph the report and the employer insists on a paper copy, the employee is not strictly obliged to produce a paper document. Electronic reports appear directly in the SGK system and employers can access them there. In addition, the SGK system typically sends a short message (SMS) to employers about the report. For these reasons, electronic reports can be viewed on the employer’s or accountant’s SGK notification screen, and an employee should not be forced to present a physical copy.

When a Paper Report Is Issued
If, due to system errors or other reasons, the doctor issues a paper copy rather than an electronic report, the report will not be automatically reported to SGK. In this case the doctor will give a copy to the patient, and the employee must present that copy to the workplace. This requirement serves not only to substantiate the claim to the employer but also because the employer needs a paper copy to notify SGK whether the employee will be able to work during the report period.
There are specific procedures for civil servants as well. Under Law No. 657, civil servants who receive a medical report must submit the original or a copy by the end of the next working day following the date the report was issued, either electronically (photo, email, etc.) or by hand. Failure to submit the report on time may result in a formal record being made. To avoid such situations, civil servants should promptly inform their supervisors about their reports. Informal or secondhand knowledge of a report does not prevent official documentation. In cases of accident or severe illness where immediate submission is impossible, the report will be considered valid from the first date the employee is able to send it.

Presenting a Report in Case of Accident
When an employee suffers a serious accident or illness and is hospitalized, they may be unable to contact the workplace directly. In such circumstances, the employer will typically be informed of the employee’s condition by hospital staff or by family members, and formal notification to the employer can occur once the critical period has passed. The employer cannot terminate employment on the basis of those days. Since the start date of the serious illness or accident is documented by the doctor’s report, the days that the employee is considered on leave must be treated as valid even if the report is delivered to the employer at a later time. The employer must accept the report as if they had received it on the date it was issued.
