A New System Begins at Notaries! Explaining the new application system that notaries will adopt, Minister of Justice Abdülhamit Gül announced: “The Secure Payment System for Notarial Transactions and the acceptance of notary fees by credit card will commence on Monday, February 3, 2020.” He added that citizens will be able to complete payments related to notarial services comfortably through the Secure Payment System. The system will go live at the start of business hours on Monday, February 3, 2020.
The Secure Payment System will be implemented across all notary offices, aiming to prevent all forms of fraud and counterfeit activity during money transactions. Minister Gül attended the “Introduction Meeting for the Secure Payment System in Notarial Transactions,” held at the Ankara Judges’ House, and addressed attendees. In his remarks he emphasized that notaries are a key public service and an important part of the justice system. He reminded that documenting legal transactions and securely storing related documents are among the notary’s core responsibilities.
When Will the New Notary System Start?
When will the new notary system start? Minister of Justice Abdülhamit Gül announced the start date during a meeting, confirming that the Secure Payment System for notarial transactions will allow citizens to pay fees securely. He stated that, with the new system in place, they expect approximately nine million transactions to be processed through notary offices overall.
Minister Gül said the most frequent notarial transactions are expected to include used vehicle sales contracts, real estate sale agreements, and business transfer contracts. The new system will be put into effect for all notary offices at the beginning of business hours on Monday, February 3, 2020.
According to the minister, the new arrangement will simplify commerce conducted through notaries and help prevent potential fraud and scams. Under the system, funds held in escrow will be securely transferred to the relevant party once the notarial process is completed. Notaries will proceed with transactions only after confirming that funds have been deposited into the system.
Starting Monday, February 3, 2020, credit cards will be accepted for notarial payments. Citizens will be able to pay for services at the notary office in cash, by credit card, or by debit card. The need to carry cash—and the related risks—will be eliminated. Payments for notarial services can be made securely by credit or debit card, expanding the available payment options and providing a safer, more convenient experience for the public.
Minister Gül Outlines Notarial Reforms
Minister Gül described the notary-related measures included in the Judicial Reform Strategy Document, saying that significant innovations have been introduced and are now being implemented. “We prioritize redefining notaries’ duties to reduce the judiciary’s workload,” he said. He added that they plan to establish a new staff position for notary assistants to be filled by law school graduates, enabling an entrance to the notarial profession by examination rather than by seniority alone. He stated that the reform is planned to be debated and put into effect as soon as possible.
