The Turkish Employment Agency (Türkiye İş Kurumu) intends to hire 125 contracted clerical personnel to work within its provincial organization under Article 4/B of the Civil Servants Law No. 657 and pursuant to the Principles on Employment of Contracted Personnel introduced by the Council of Ministers decision dated 06/06/1978 and numbered 7/15754. Candidates will be placed based on the 2022 Public Personnel Selection Examination (KPSS) (Group B) ranking conducted by ÖSYM, without additional written or oral exams, according to the positions announced. What Are the Application Requirements?
Applicants must meet the conditions set out in Article 48 of the Civil Servants Law No. 657 and the Principles on Employment of Contracted Personnel enacted by the Council of Ministers, as well as any specific requirements for the announced positions. The requirements are:
- Be a citizen of the Republic of Turkey,
- Be at least 18 years old and not older than 35 on the application deadline. Applicants born between 08/05/1988 (inclusive) and 22/05/2005 (inclusive) are eligible,
- Not be deprived of public rights,
- For male candidates, have no ongoing military obligations, not yet reached military age, or if of military age, have completed active service, have it deferred, or be transferred to the reserve class,
- Have no health condition preventing the performance of duties (subject to Article 53 of the Civil Servants Law),
- Not be receiving a pension or old-age benefit from any social security institution,
- Not have been dismissed from a public institution or profession while employed at a public institution,
- Have a positive security investigation and archive research result,
- Hold a degree from one of the higher education programs listed for associate degrees: Justice, Computer Operation, Computer Programming, Computer Technology, Information Security Technology, Office Management, Office Management and Secretariat, Office Management and Executive Assistance, Office Services and Executive Assistance, Foreign Trade, Public Relations, Public Relations and Advertising, Public Relations and Promotion, Communication and Public Relations, Human Resources, Human Resources Management, Business Administration, Business Management, Finance, Accounting, Accounting and Tax Applications, Social Security,
- Have scored at least 70 in the 2022 KPSS (Group B) P93 score type,
- Even if the time periods specified in Article 53 of the Turkish Penal Code have elapsed, not be convicted of intentional crimes punishable by one year or more imprisonment or crimes listed as disqualifying: offenses against the state’s security, crimes against the constitutional order and its functioning, embezzlement, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid rigging, obstruction of performance, laundering of criminal assets, or smuggling.
Where, When and How to Apply
Applications will be accepted electronically between 08/05/2023 and 22/05/2023. Candidates must apply via e-Government using the “İŞKUR – Kariyer Kapısı Kamu İşe Alım” service or directly through the Kariyer Kapısı platform. Applications submitted after the deadline, those that do not meet the qualifications, or applications sent by fax, in person, or by mail will not be processed.
Applicants may choose up to five preferred units. After completing the application, candidates must verify on the “Başvurularım” (My Applications) screen that their application is finalized. Applications that do not display “Başvuru Alındı” (Application Received) will not be considered. Responsibility for ensuring an application is properly submitted rests with the applicant.
Other Important Notes
- Candidates who were employed as contracted personnel under Article 4/B of the Civil Servants Law and whose service contracts were terminated by an institution for breach of contract within the last year, or who unilaterally terminated their contracts during the contract period (except as allowed by the Principles), must have completed a one-year waiting period as of the application deadline. Documentation will be required at the contract signing stage.
- For each announced position in a unit, a reserve list of candidates twice the number of positions will be created. If selected candidates fail to submit required documents within the announced timeframe, do not start for any reason, or leave within one year of appointment, replacements will be taken from the reserve list in order.
- Legal action will be taken against applicants who submit false documents or false declarations. If such candidates have been appointed, their appointments will be canceled and any payments made will be reclaimed with legal interest.
- Matters not covered in the announcement will be governed by the relevant legislation.
- Contracted personnel who complete three years of service at the same institution may, upon request within thirty days of completion, be appointed to permanent civil servant positions with the same title at that institution, subject to the provisions of Article 4/B of the Civil Servants Law. If no equivalent civil servant position exists, the positions to which they may be appointed will be determined by the President. Except for reasons of personal safety or health, such personnel may not be reassigned elsewhere for three years. Those appointed to civil servant positions must serve at least one additional year in the same place.
Evaluation of Applications, Final Results Announcement and Placement Procedures
Candidates who apply within the specified period and meet the requirements will be placed according to the KPSS score ranking for each unit, starting from the highest score. For each position, principal candidates and a reserve list equal to twice the number of positions will be determined. In the event of tied scores, priority will be given first to the earlier graduation date and, if still tied, to the older candidate.
Candidates can view placement results through the Kariyer Kapısı – Public Recruitment Platform; no separate notification will be sent.
If a principal candidate fails to apply in time or is found not to meet the requirements, replacement will be made from the reserve list in order. Candidates will be assigned to at most one position, as principal or reserve, according to their KPSS ranking and preference order, and cannot claim rights for other units. Being on a reserve list does not grant any rights for future recruitments. Announcements regarding placements of reserve candidates will be published on the Agency’s website and no separate notification will be sent. Documents required for starting work, and the place and time for submitting them, will be announced on the Agency’s website; no additional notification will be provided. Candidates who fail to submit the required documents within the announced timeframe will forfeit their rights.
Candidates who are invited to sign the Service Contract but do not sign within the timeframe specified in the notification, or do not start their assigned position, will lose their rights.
