What Is the Income Test?
The income test is intended for people who are not covered by any social security scheme. Civil servants, employees, Bağ-Kur members, military personnel and people over 65 are covered by General Health Insurance (GSS). Anyone outside that coverage who wants to use the insurance must pay a premium. These individuals must have an income test performed to determine the premium amount they need to pay for General Health Insurance.
The monthly premium for General Health Insurance has been set at 107.32 TL. If the income test shows that the per-person household income is one third of the minimum wage or less, those people can benefit from General Health Insurance without paying a premium.
Why should I take the income test? If you do not have sufficient means to cover your expenses and you lack health coverage, you should apply for the income test. When you prove your financial situation, you may receive health services free of charge. Previously, applicants were classified into one of four income levels, which determined their social security status.
Where and How Is the Income Test Done?
Income test applications are handled by the Ministry of Family, Labour and Social Services through the Social Assistance and Solidarity Foundations. Applicants complete the form at their local foundation and submit the required supporting documents. Be sure all documents are complete when you apply. You should bring a photocopy of your ID and two passport-size photos.
When should the income test be done? People without social security receive a notification to take the income test. Those who receive this notice must go to the Social Assistance and Solidarity Foundation within one month to submit an application form. Applications must be made at the foundation serving your place of residence.
The applicant should fill out the form personally. In special circumstances, a first-degree relative may complete the form for the person who received the notice. Income test questions must be answered honestly. All information provided during the income test will be verified, so ensure the details on the form are accurate.
The Income Test Form
The income test form is completed during the application process. Some entries on the form must be confirmed by the appropriate authorities.
How to fill out the income test form?
- Applicant information: full name, Turkish ID number, father’s name, mother’s name, place and date of birth, marital status, nationality, address and spouse’s ID details.
- Information about the applicant and household: phone number, age, gender, education level, sources of income, housing status, household members, disability status, chronic illnesses, social security status, reason for application.
- Type of assistance requested: indicate which supports you are applying for, such as family assistance (food, housing, etc.), disability assistance (education, equipment, etc.), education support (stationery, dormitory, etc.), health assistance (treatment) or project-based support.
- Date, applicant’s printed name and signature must be added.
- Residence confirmation: address must be written and verified with the required signature and stamp.
- Social security check: information about the social security of the applicant and spouse is required, with the foundation staff’s name and signature.
- Relationship to the green card (if applicable) should be recorded.
- Details about whether dependents have social security should be included.
The form requires the village headman’s (muhtar) signature and stamp as well as the signatures of the Social Assistance and Solidarity Foundation staff.
How Income Is Determined
Follow the steps above to complete your income test. Based on those steps, the applicant’s income is assessed. The assessment includes the household’s total income, the imputed value of owner-occupied housing if there is no rent, actual rent if the residence is rented, the market value of any shop or land, the market value of any vehicle, livestock counts, monthly interest income from bank deposits, and all other earnings.
Calculations include everyone living in the household. The household income is divided by the number of household members to determine per-person income. Household expenses are also considered when calculating income. For example, if a household’s monthly income is determined to be 1,000 TL but expenses are 1,200 TL, the calculations treat the household income as 1,200 TL for assessment purposes.
What expenses are counted? Rent, clothing, education, health, food, transportation and similar expenditures are taken into account and proportioned against your income. Make sure your reported expenses are consistent with your income.
How to Check Income Test Results
After you submit your income test application and provide the required documents, the final step is to check the result. You should perform an income test inquiry to verify whether you owe any premiums.
The income test inquiry is available through the e-Government (e-Devlet) portal.
How do I access e-Devlet? You do not need a separate registration for e-Devlet. Choose your preferred login method and sign in; your information will be transmitted to the system. A password obtained from a PTT branch is sufficient. You may also log in with mobile signature, electronic signature, the national ID card, or internet banking credentials if you have those services.
Once logged in, select the service provided by the Ministry of Family, Labour and Social Services called “Income Test Result Inquiry.” This service displays whether you have outstanding debts. If you have a debt, the query will show detailed General Health Insurance premium debt information, including amounts due and amounts already paid.
You can also check your General Health Insurance debts via e-Devlet under the Social Security Institution services. The relevant service is titled “General Health Insurance Registration and Premium Debt Inquiry,” and it shows all debts related to General Health Insurance.
Through e-Devlet you can also access related services such as free travel card applications, social assistance information inquiries, union membership procedures, preliminary applications for socio-economic support, disability identity documents, adoption services, foster care payment information, and at-home care payments for disabled persons.
Is the Income Test Mandatory?
Until April 2017, the income test was mandatory for everyone who became unemployed. After that date the obligation was removed. Today anyone may use General Health Insurance by paying 107.32 TL per month. If a person’s monthly income is less than one third of the minimum wage, they can still choose to take the income test and, if eligible, receive health services without paying a premium.
