Overtime Pay Increase for Civil Servants Confirmed

Overtime pay rates that concern all civil servants have been announced. Accordingly, the overtime pay for state employees, which was previously 2.26 Turkish lira per hour, has increased by 6.19% as of 2021 and is now 2.40 TL per hour. Chauffeurs serving as official drivers will receive 2.54 TL per hour for overtime.

Overtime Pay for State Employees Announced

The overtime rates that all civil servants have been waiting for have been published. The hourly overtime pay applicable to all civil servants has increased by 14 kuruş with the new year, rising to 2.40 TL. Thus, when civil servants work beyond their regular hours, they will receive 2.40 TL per hour. According to data from the 2021 Central Government Budget Proposal, the hourly overtime payment for civil servants rose by 6.19% for the new year. The previous rate of 2.26 TL per hour will be calculated as 2.40 TL per hour as of January 1, 2021.

Those working in ministerial private offices and serving as official drivers will receive 2.54 TL per hour for overtime in the new year instead of 2.39 TL, provided their monthly overtime does not exceed 90 hours. Drivers in the central organization of general directorates will also receive the 2.54 TL rate, provided their monthly overtime does not exceed 60 hours. Accordingly, private office staff and drivers who work up to 90 hours of overtime in a month will receive an average monthly overtime payment of approximately 225 TL. For each office, provided monthly overtime does not exceed 90 hours, positions including board chairs, general directors and higher unit managers, heads of strategy development, governors, and officers holding the ranks of general or admiral, as well as department heads and higher-level managers working in the Ministry of National Defense, the General Staff, the service commands, the Gendarmerie General Command and the Coast Guard Command, rectors, and mayors and their working staff, will also receive 2.54 TL per hour for overtime, with the same 90-hour monthly limit.

Overtime Rates for Other Areas

Overtime pay for other areas has been set as follows: personnel assigned to the General Directorate of Credit and Dormitories and to student dormitories affiliated with universities who cannot be granted compensatory time off for overtime will receive an additional 2.40 TL per hour in the new year, provided monthly overtime does not exceed 90 hours. Administrative staff of the Ministry of National Education who work at vocational colleges located within vocational and technical education regions and at technical secondary education institutions and who are required to work after the statutory working hours will receive 4.14 TL per hour, provided their monthly overtime does not exceed 100 hours.

Domestic Per Diems Determined

Domestic per diem and compensation amounts to be paid under the Travel Expenses Law have also been determined. The domestic per diem paid daily to the Speaker of the Parliament and to the Vice Presidents has been increased from 73 TL to 80 TL.

The domestic per diem for the President of the Constitutional Court, ministers, the Chief of the General Staff, commanders, the head of presidential administrative affairs, the Secretary General of the Grand National Assembly, the presidents of the Court of Cassation, the Council of State and the Court of Accounts, the chief public prosecutor, the chief prosecutor of the Council of State, the heads of the Higher Education Council and the Presidency of Religious Affairs will increase from 66 TL to 73 TL. For civil servants, domestic per diems will be paid as 61.65 TL daily for those with an additional indicator of 8,000 or higher. Entry-level, newly appointed civil servants will receive a per diem of 46.35 TL. These new per diem rates will be effective as of January 1, 2021.
