Qualifications Set for 31,600 Contracted Healthcare Staff Hired by Health Ministry

The Ministry of Health will recruit 31,600 contracted healthcare personnel for its provincial service units. Recruitment will be carried out through central placement by ÖSYM based on KPSS results, in accordance with Article 4/B of the Civil Servants Law No. 657 and Article 45/A of Decree Law No. 663.

The KPSS-2023/5 Preference Guide, which lists contract positions and application requirements at secondary, associate, and bachelor levels, will be published on ÖSYM’s website. Candidates may submit preferences between March 28, 2023 and April 3, 2023 by logging into ÖSYM’s website with their national ID number and password and following the rules set out in the guide. Preference lists sent by mail or delivered by hand to ÖSYM or the Ministry of Health will not be accepted. Further details about the recruitment process and available positions are provided below.

What Are the Application Requirements for the 31,600 Personnel Recruitment?

  • Candidates who choose contract positions listed in this guide must meet the conditions specified in Article 4/B of Law No. 657, subparagraphs 4, 5, 6 and 7 of Article 48/A of the same law, and the Principles for Employing Contracted Personnel.
  • Applicants for contracted positions must be Turkish citizens. Those whose nationality is Turkish Republic of Northern Cyprus (TRNC) or covered by Law No. 2527, holders of the blue card under Article 28 of the Turkish Citizenship Law No. 5901, and foreign nationals are not eligible to apply.
  • Appointments will be made following security and archive checks carried out under the Law No. 7315 on Security Investigation and Archive Research.
  • Candidates already placed in the Ministry of Health’s KPSS 2022/11 guide for secondary, associate and bachelor level contracted positions will be prevented by the system from selecting the same contracted positions in this guide.
  • Those receiving a pension from the Social Security Institution or who have reached the age of 65 will not be appointed to duty.
  • Candidates who do not meet the general and special application requirements, who do not possess the qualifications required for the contracted position they were placed in, or who fail to submit requested documents within the specified period despite meeting the qualifications, will not be appointed.
  • Applicants with master’s or doctoral degrees in relevant fields who wish to apply for Audiologist, Perfusionist, Speech and Language Therapist, or Health Physicist positions must indicate this option on the preference screen. Only candidates who mark the relevant option will be allowed to select those contracted positions. Candidates are responsible for the accuracy of their declarations.
  • Any applicant who provides false, misleading or incorrect information during application or after placement will forfeit all rights arising from placement. Even if placed, such candidates will not be appointed by the Ministry of Health.

Distribution of the 31,600 Contracted Personnel Positions

Of the contracted personnel to be recruited based on KPSS scores, 6,069 will be nurses, 1,530 midwives, and 22,507 will be health technicians/technologists. Applicants will pay a 30 TL fee when applying. The recruitment will include contracted personnel from various fields such as medical secretaries, dietitians, psychologists, physiotherapy, and radiotherapy.
