Support Programs for Goose and Turkey Farmers in Turkey

State support for goose farming is available if applicants meet the required conditions. Information, procedures and regulations related to goose farming are administered by the Ministry of Agriculture and Forestry.

The 2021 state support program for goose farming is based on the Agricultural Law No. 5488 dated 18/4/2006 and the Presidential Decision No. 3099 dated 20/10/2020 on the Support of Livestock Investments, and it establishes the principles for financial assistance for poultry investments.

What Does State Support for Goose Farming Cover?

The scope of 2021 state supports for goose farming includes:

  • Support for breeding goose enterprises with a capacity of 1,000 breeding geese, commercial goose farms with 500 birds, or commercial turkey farms with 1,000 birds in provinces designated by the Ministry.
  • Payments to investors for new poultry houses and hatchery construction, and for the purchase of machinery, tools and equipment for breeding goose enterprises; and for new poultry house construction and machinery, tools and equipment purchases for commercial goose and turkey enterprises.

What Is the Investment Period for Supported Projects?

Investment timelines for the 2021 goose farming support are as follows:

  • Project implementation begins on the date the site determination report is issued and must be completed within one year.
  • If the investment cannot be finished within that period, the investor may submit a written justification. With the positive opinion of the provincial project evaluation commission, the central commission may grant a one-time extension of one year.
  • Projects that fail to meet the schedule, do not complete the investment, or are abandoned will be cancelled by the provincial evaluation commission and approval for grant payments will be revoked.

General Principles for Investment Topics

The basic principles for 2021 goose farming support are:

  • Support payments are made to investors whose projects are approved and who complete their investments for goose or turkey production.
  • Natural and legal persons may benefit from grant support for only one project and only once under the program.
  • The maximum eligible investment amount will be set by the central project evaluation commission based on budget availability and communicated to provincial directorates by the General Directorate.
  • The central commission may revise the upper limit if necessary during the year and will notify provincial directorates of any change.
  • Any portion of the approved project cost exceeding the determined upper limit must be covered by the investor as cash or in-kind contribution.
  • Investors are entitled to loans and tax incentives except subsidized loans.

Construction investment rules

  • Investors must obtain all necessary permits for structures and facilities and comply with applicable legislation.
  • If obtaining construction permits or occupancy certificates is expected to take longer than the schedule allows, the issue may be exempted from that clause provided a positive opinion from the relevant authority or a written commitment from the investor is obtained.
  • Grant payments for construction are based on cost schedules prepared using the “Construction and Installation Analysis and Unit Prices” published by the Ministry of Environment and Urbanization in the year the project is approved.

Rules for machinery, tools and equipment purchases

  • Required documents and technical specifications for purchased machinery and equipment are specified in the implementation guide.
  • Unit prices for machinery and equipment are determined by the provincial project implementation unit through market research and these prices form the basis for payment documents.
  • All materials, machinery and equipment procured must be new; second-hand items are not allowed.
  • Investors are responsible for any issues that arise until the investment is completed.
  • The farm established under the project cannot be offered as collateral.
  • Investors must sign a commitment to operate the business for three years and keep purchased machinery and equipment in active use during that period.

What Are the Application Requirements?

For 2021 investments, the application requirements for state-supported goose farming are:

  • Natural or legal persons must apply to the provincial or district directorate where they are registered within the timeframe specified in the implementation guide.
  • Technical criteria for goose and turkey investments are defined by the Ministry and published in the implementation guide.
  • Required documents and application details are specified in the implementation guide, which will be published on the Ministry’s official website.
  • An undertaking is signed between the investor and the provincial directorate stating that the investor has not benefited from interest-reduction or grant programs from the Ministry or other public institutions for the same investment; if they have, grant support under this Decision will be cancelled.

Mandatory Equipment for Supported Farms

Mandatory machinery and equipment under the 2021 support include:

  • If feed is stored in sacks, grates must be placed under the sacks.
  • This grate requirement does not apply to silo or automatic feeding systems.
  • Feeding system

  • Cooling system
  • Lighting system
  • Poultry house control panel
  • Ventilation system
  • Poultry house heating system (e.g., forced-air heater, radiant heater, central heating)
  • Incinerator for animal carcasses, unless a disposal pit is planned

Housing Criteria for Supported Goose Farms

Housing criteria for the 2021 program are:

  • Indoor stocking density for geese should be calculated as a minimum of 2 and a maximum of 3 birds per square meter.
  • Each goose must have 2 m2 of outdoor exercise area in addition to the indoor space.
  • Poultry houses should provide ventilation shafts or openings equal to 1/25 of the floor area; this is not required if an automatic ventilation system is installed.
  • Window or air-inlet area should equal at least 1/20 of the floor area; this is waived for houses with automatic ventilation and lighting systems.
  • An isolated area for sick or injured animals should be planned within the house, not exceeding 1/20 of the house floor area and not reducing overall capacity.
  • Entrance sections should not exceed one bay in length and should not be wider than the house.
  • A disposal pit for carcasses must be planned. For houses with 350–3,000 capacity, a pit 3 m wide, 3 m high and 3 m long is sufficient; this is not required if an incinerator is present or planned.
  • An electrical installation project must be submitted for lighting and other electrical needs.
  • A sanitary installation project must be submitted to ensure drinking water for animals and hygiene for staff.

Renewable Energy Criteria

Renewable energy requirements for the 2021 support are:

  • Only expenditures for grid-connected (on-grid) renewable energy systems are considered eligible.
  • The renewable energy system must be installed on the same parcel as the farm.
  • Field installations must have site security such as fencing and signage.
  • Contracted installed power (kWe) must match the values stated in the agreement.
  • The installed power of the renewable energy system should not exceed 60% of the installed power listed in the farm’s electrical project load schedule; if another ratio is proposed, the authority may request justification.
  • The electrical project must reflect the farm’s actual power requirements.
  • The farm’s electrical load schedule is the main criterion for determining the renewable system’s installed power and should be reviewed in detail.
  • When reviewing the load schedule, ensure unrelated machinery or equipment are not included and that equipment ratings have not been artificially inflated.

Manure Storage Requirements

Manure storage criteria under the 2021 support program are:

  • For 1,000 birds, storage capacity must be 0.28 m3 per week (30% dry matter) for the closed season, with at least six months of storage capacity.
  • Livestock enterprises must present a notarized agreement with a Ministry-approved biogas, compost, or manure processing facility. If the agreement does not cover all manure, the farm must provide enclosed storage for the remainder for the closed season. If all manure is delivered to a biogas facility, the farm must still provide at least one month of storage capacity appropriate to its size.

If the farm has its own biogas, compost, or manure processing facility:

  • A manure storage facility must be sized so that, in combination with the on-site processing capacity, manure is stored appropriately throughout the closed season.
  • If processed products from the facility are sold, storage capacity must cover the portion that is not packaged for sale during the closed season.
  • Storage facilities must be leak-proof.
  • Agricultural wastewater must be collected in tanks, containers, or facilities designed specifically for wastewater collection.
  • When calculating solid manure storage capacity, annual precipitation must be taken into account.
