WHAT IS UNEMPLOYMENT BENEFIT?

Unemployment benefit is a payment that provides financial support for a limited period to insured workers who lose their jobs for reasons beyond their will and fault. The benefit helps unemployed individuals cover basic needs temporarily.

HOW TO APPLY FOR UNEMPLOYMENT BENEFIT?

You can follow the steps below to apply for unemployment benefit:

Application Deadline: You must apply within 30 days after leaving your job. Except in cases of force majeure, missing this deadline reduces the total entitlement period by the delayed duration.

Application Methods:

  1. İŞKUR Offices: You can apply in person at your nearest İŞKUR branch.
  2. Online Application: You can apply electronically through İŞKUR’s official website or via the e-Government portal.

WHAT DOCUMENTS ARE REQUIRED FOR THE UNEMPLOYMENT BENEFIT APPLICATION?

You need to prepare certain documents when applying for unemployment benefit. It is important to have the following items ready during your application:

  • Identification: National ID card or identity document.
  • Proof of Termination: Document from the employer confirming the end of employment.
  • Unemployment Benefit Application Form: Available from İŞKUR or fillable via e-Government.
  • Bank Account Details: IBAN number for payments.

WHO IS ELIGIBLE FOR UNEMPLOYMENT BENEFIT?

To receive unemployment benefit, you must meet the following conditions:

  • Unemployment Not Caused by Your Own Request or Fault: Your job loss must not be due to your own choice or fault.
  • Employed Under Contract for the Last 120 Days: You must have been continuously insured for the last 120 days prior to termination.
  • At Least 600 Days of Premiums in the Last 3 Years: You must have paid unemployment insurance premiums for at least 600 days in the three years prior to leaving your job.
  • Apply Within 30 Days: You must apply to İŞKUR within 30 days after leaving work.

WHAT ARE THE CONDITIONS FOR RECEIVING UNEMPLOYMENT BENEFIT?

In addition to the basic conditions above, to receive unemployment benefit you must also;

  • Be an Insured Worker: You must have been paying premiums under the unemployment insurance system.
  • Not Refuse Jobs Offered by İŞKUR Without Just Cause: You should not turn down suitable job offers from İŞKUR without a valid reason.
  • Attend Vocational Training: You should accept and participate in vocational training, skill development, or retraining programs suggested by İŞKUR.

HOW MUCH IS THE 2025 UNEMPLOYMENT BENEFIT?

In 2025, the unemployment benefit is calculated based on the insured worker’s last four months of earnings subject to premiums. The benefit is set at 40% of the average daily gross earnings, and it cannot exceed 80% of the gross minimum wage. Unemployment benefit is not subject to deductions except for stamp tax.

Example Calculation:

For Minimum Wage Earners:

  • Gross Minimum Wage: 26,005.50 TL
  • Daily Gross Earnings: 26,005.50 TL / 30 = 866.85 TL
  • Daily Unemployment Benefit: 866.85 TL x 40% = 346.74 TL
  • Monthly Unemployment Benefit: 346.74 TL x 30 = 10,402.20 TL
  • Stamp Tax Deduction: 10,402.20 TL x 0.00759 = 78.96 TL
  • Net Monthly Unemployment Benefit: 10,402.20 TL – 78.96 TL = 10,323.24 TL

For Higher Earners:

  • Average Monthly Gross Earnings (last 4 months): 35,000 TL
  • Daily Gross Earnings: 35,000 TL / 30 = 1,166.67 TL
  • Daily Unemployment Benefit: 1,166.67 TL x 40% = 466.67 TL
  • Monthly Unemployment Benefit: 466.67 TL x 30 = 14,000.10 TL
  • Stamp Tax Deduction: 14,000.10 TL x 0.00759 = 106.26 TL
  • Net Monthly Unemployment Benefit: 14,000.10 TL – 106.26 TL = 13,893.84 TL

NOTE: Because the unemployment benefit cannot exceed 80% of the gross minimum wage, high earners are capped at that maximum amount.

FOR HOW LONG IS THE UNEMPLOYMENT BENEFIT PAID?

The duration of unemployment benefit payments depends on the number of premium days paid in the last three years. Payment periods are as follows:

  • Those with 600 days of premiums receive 6 months (180 days) of benefit.
  • Those with 900 days of premiums receive 8 months (240 days) of benefit.
  • Those with 1,080 days of premiums receive 10 months (300 days) of benefit.

Payments stop after these periods. If no new job is found during the entitlement period, the duration cannot be extended.

HOW IS THE UNEMPLOYMENT BENEFIT CALCULATED?

The calculation of unemployment benefit is based on the insured person’s gross earnings for the last four months before leaving work. The formula used is:

Unemployment Benefit = Daily Gross Earnings x 40%

However, the unemployment benefit cannot exceed 80% of the gross minimum wage.

EXAMPLE UNEMPLOYMENT BENEFIT CALCULATION

For a worker with a gross salary of 26,005.50 TL:

  • Daily gross earnings: 26,005.50 TL / 30 = 866.85 TL
  • Daily unemployment benefit: 866.85 TL x 40% = 346.74 TL
  • Monthly unemployment benefit: 346.74 TL x 30 = 10,402.20 TL
  • Stamp tax deduction: 10,402.20 TL x 0.00759 = 78.96 TL
  • Net Unemployment Benefit: 10,323.24 TL

For higher earners, the benefit is limited by the cap set at 80% of the gross minimum wage.

HOW IS THE UNEMPLOYMENT BENEFIT PAID?

İŞKUR pays unemployment benefits to eligible recipients on the 5th of each month. Payments can be made to PTT branches or to the bank account provided during the application.

  • Bank Payment: If an IBAN is provided during application, the benefit is transferred directly to the account.
  • PTT Payment: If no IBAN is provided, payments can be collected from PTT branches with identification.

WHEN IS THE UNEMPLOYMENT BENEFIT PAID?

Unemployment benefits are paid on the 5th of every month. If the payment date falls on a public holiday, the payment is made on the previous business day. The first payment is made on the 5th of the month following the application.

For example:

  • If you apply in March, the first payment is on April 5.
  • If you apply in April, the first payment is on May 5.

Payments are made monthly and continue for the duration of the entitlement period.

WHEN IS THE UNEMPLOYMENT BENEFIT TERMINATED?

Unemployment benefit can be terminated early in certain cases. Payments will be stopped in the following situations:

  • Starting a new job: Payments stop when the recipient begins insured employment.
  • Refusal of a job offered by İŞKUR: If a suitable job offered by İŞKUR is refused without valid reason, payments are canceled.
  • Failure to attend İŞKUR training programs: Payments stop for those who do not participate in required vocational courses.
  • Retirement or disability retirement: If the recipient becomes eligible for retirement while receiving unemployment benefit, payments are terminated.

WARNING: İŞKUR periodically reviews the status of benefit recipients and will stop payments for those who no longer meet the conditions.

HOW TO CHECK UNEMPLOYMENT BENEFIT STATUS

Unemployment benefit status can be checked via the e-Government portal or the İŞKUR system.

Query via e-Government:

  1. Log in to the e-Government portal.
  2. Go to the “Unemployment Benefit Inquiry” page.
  3. Use your national ID number to view application and payment status.

Query via İŞKUR:

  1. Access the İŞKUR website.

ARE INSURANCE CONTRIBUTIONS PAID WHILE RECEIVING THE UNEMPLOYMENT BENEFIT?

Yes. While receiving unemployment benefit, general health insurance (GSS) premiums are paid by the state, allowing beneficiaries to continue accessing SGK health services. However, since retirement premiums are not paid during this period, the time on unemployment benefit does not count toward retirement service time.

Recipients retain the right to free medical examinations with their family physician and at state hospitals during the unemployment benefit period.

WHEN CAN YOU RECEIVE UNEMPLOYMENT BENEFIT AGAIN?

After receiving unemployment benefit, you must earn a new entitlement period to become eligible again.

To qualify for a new period of unemployment benefit;

  • You must return to insured employment.
  • You must pay at least 600 days of premiums within the last 3 years.
  • You must apply again after being dismissed.

NOTE: If you meet the new eligibility conditions after a subsequent job loss, you can receive unemployment benefit again.

IS THE UNEMPLOYMENT BENEFIT REPAID TO THE STATE?

No, unemployment benefit is not repaid to the state. It is funded from the unemployment insurance fund and is not ordinarily reclaimed. However, if it is discovered that benefits were obtained fraudulently, they may be reclaimed with interest. Therefore, it is important to provide accurate and complete information when applying.
