Public-sector workers and subcontracted workers who have been transferred to permanent staff receive a supplemental payment (tediye) each year in four installments. The countdown has begun for the 2020 tediye payments, and according to available information the first installment for 2020 will be 913 TL. This supplemental payment corresponds to 52 days’ pay spread across the year, paid in four equal installments.
The annual tediye is normally paid in four installments. The date for the first 2020 installment will be announced by the President, Recep Tayyip Erdoğan. In previous years the first installment has been paid in January; the same timing is expected for 2020. If it cannot be paid in January, the payment will be made in February.
How Is the 2020 Tediye Calculated?
The 2020 tediye is calculated based on employees’ daily wages. The first installment for 2020 equals 13 days of the worker’s daily wage. In calculating monthly earnings for the tediye, overtime, marriage and child allowances, bonuses, in-kind benefits, and pay for weekly and public holidays are taken into account. The supplemental tediye is computed on the basis of the worker’s total monthly base pay.
Subcontracted workers who have been transitioned to permanent status are also eligible for the supplemental tediye. Workers employed for the full year receive a total of 52 days’ pay as tediye. Those expecting the January installment should receive the 13-day tediye without issues. However, workers who were transferred from subcontracting within municipal companies may not be legally eligible for the supplemental tediye in some cases.
Legally, tediye payments are generally protected from seizure; Turkish Court of Cassation (Yargıtay) rulings have established that these supplemental payments cannot be subject to attachment. Social security (insurance) contributions may be deducted from the tediye, and the payment is subject to stamp tax.
How Much Will the 2020 Tediye Payments Be?
For 2020, all public-sector workers, including subcontracted employees who have been moved into permanent positions, will receive a 13-day tediye installment. For workers earning the minimum wage, the 13-day tediye installment corresponds to at least 913 TL. For a public worker with a gross monthly wage of 4,000 TL, the first installment would be approximately 1,239 TL.
