The Ministry of Interior has announced the recruitment of 350 contracted personnel to serve in its central and provincial organizations. This hiring will be conducted under the Principles Regarding the Employment of Contracted Personnel, enacted by the Council of Ministers decision dated 06/06/1978 and numbered 7/15754, in accordance with Article 4/B of Civil Servants Law No. 657 and its amendments. Oral examinations for this recruitment will be held in Ankara between April 25 and April 30, 2023.
Candidates must have achieved a minimum score of 60 in the 2022 Public Personnel Selection Examination (KPSS) administered by ÖSYM: KPSSP3 for bachelor’s degree holders, KPSSP93 for associate degree holders, and KPSSP94 for high school graduates. What Are the Application Requirements for the Ministry of Interior’s Recruitment of 350 Contracted Personnel?
The general application requirements for the Ministry of Interior 350 contracted personnel recruitment are as follows:
- Be a citizen of the Republic of Turkey,
- Meet the general and special conditions specified in Article 48 of Civil Servants Law No. 657 and the conditions outlined in the Council of Ministers’ decision on the Principles Regarding the Employment of Contracted Personnel,
- Not be deprived of public rights,
- Be at least 18 years old as of the application deadline of April 15, 2023, or have reached legal maturity under Article 12 of the Turkish Civil Code,
- Even if the time periods specified in Article 53 of the Turkish Penal Code have passed, not have been convicted of intentional crimes punishable by imprisonment for one year or more, nor of crimes against state security, the constitutional order and its functioning, embezzlement, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid rigging, corruption in the performance of obligations, laundering of assets derived from crime or smuggling, even if pardoned,
- For male candidates, have no outstanding military obligation, not yet have reached conscription age, or if of conscription age have completed active service, have it deferred, or be transferred to the reserve class,
- Not have any mental illness that would prevent continuous performance of duties, subject to the provisions of Article 53 of Civil Servants Law No. 657,
- Be born after January 1, 1988 (not having completed 35 years of age as of January 1 of the year the oral exam is held),
- From the KPSS (B) group 2022 exam: hold at least 60 points in the appropriate KPSS score type (KPSSP3 for bachelor’s, KPSSP93 for associate degree, KPSSP94 for high school), and be within the pool of candidates corresponding to up to four times the announced number of positions according to KPSS ranking and preference.
Applicants who meet all these criteria may select up to three locations (central/provincial) and/or job titles. Evaluation of applications will be based on candidates’ preference order and KPSS score, and candidates who fall within the fourfold candidate pool will be considered for only one location and job title.
An additional common requirement applies: candidates who previously unilaterally terminated a contract under subparagraphs (a), (b), or (c) of the fourth paragraph of Annex-1 to the Principles Regarding the Employment of Contracted Personnel are not barred from applying.

- Not currently serving as an Archive Specialist in a public institution,
- If previously employed as an Archive Specialist whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Lawyer
- Graduate of a Faculty of Law or hold an equivalent degree recognized by the Higher Education Council,
- Possess a notarized or bar-certified attorney license,
- Not currently serving as a lawyer in a public institution,
- If previously employed as a lawyer whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Engineer
- Not currently serving as an engineer in a public institution,
- If previously employed as an engineer whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Engineer (Electrical-Electronics)
- Graduate from departments such as Electrical Engineering, Electronics Engineering, Electrical-Electronics Engineering, or Electronics and Communication Engineering, or hold an equivalent degree recognized by the Higher Education Council.
- Engineer (Computer) — graduate from departments such as Computer Engineering, Control and Computer Engineering, Computer Science and Engineering, Computer and Software Engineering, or Information Systems Engineering, or hold an equivalent degree.
Engineer (Mechanical)
- Graduate from departments such as Mechanical Engineering, Mechanical and Manufacturing Engineering, or Machine and Materials Engineering, or hold an equivalent degree.
Engineer (Geomatics/Surveying)

Engineer (Software)

Translator/Interpreter (Special Requirements)
- Graduate from approved translation and language-related departments (a variety of English, French, German, bilingual and comparative literature and translation programs are listed),
- Possess at least a B-level English proficiency document from YDS or an internationally recognized equivalent (CPE, CAE, TOEFL iBT, or PTE Academic),
- Not currently serving as a translator/interpreter in a public institution,
- If previously employed as a translator/interpreter whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Graphic Designer
- Graduate from departments such as Graphic Design, Photo and Graphic Arts, Graphic Arts and Design, or equivalent programs recognized by the Higher Education Council,
- Not currently serving in Other Technical Service Personnel positions in public institutions,

Psychologist
- Graduate from Psychology departments or hold an equivalent degree recognized by the Higher Education Council,
- Not currently serving as a psychologist in a public institution,
- If previously employed as a psychologist whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Call Center Personnel
- Must not currently be employed as a 4/B contracted staff in any public institution,
- If previously employed as 4/B contracted staff whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Requirements for Bachelor’s Degree Applicants:
- Graduate of a four-year faculty or higher education school.
Requirements for Associate Degree (Other) Applicants:
- Hold an associate degree (except Call Center Services),
- Associate Degree (Call Center Services) — graduate of two-year vocational programs in Call Center Services or equivalent programs recognized by the Higher Education Council.
Office Personnel (Special Requirements)
- Must not currently be employed as 4/B contracted staff in any public institution,

Associate Degree (Other) Applicants for Office Roles:

Associate Degree (Population and Citizenship) Applicants:
- Graduate from Population and Citizenship departments in universities.
Technician (Special Requirements)
- Must not currently be employed as a Technician in public institutions,
- If previously employed as a Technician whose contract was terminated, must have completed the one-year waiting period by the application deadline.
Technician (Electrical-Electronics):
- Graduate from associate programs such as Electrical, Electrical-Electronics Technology, Industrial Automation Technologies, Industrial Electronics, or equivalent programs recognized by the Higher Education Council.
Technician (Surveying):
- Graduate from vocational programs in Surveying, Map-Cadastre, Mine Measurement, Map Technicianship, or equivalent programs recognized by the Higher Education Council.
Support Staff (Special Requirements)
- Graduate of a high school or equivalent,
- Must not currently be employed as 4/B contracted staff in public institutions,
- If previously employed as 4/B contracted staff whose contract was terminated, must have completed the one-year waiting period by the application deadline.
How to Apply for the Oral Exam
Applications will be accepted electronically via e-Government (e-Devlet) through the Ministry of Interior’s website announcement titled “Ministry of Interior Candidate Profile Editing and Exam Application” between April 11 and April 15, 2023. Candidates must have an active e-Government account. To use the account, candidates need an e-Government password, which can be obtained in person at PTT central directorates by presenting their ID with a Turkish ID number. Postal or in-person paper applications will not be accepted.
When accessing the application link on e-Government, identity, education, military and YDS information are populated automatically. Candidates who find missing or incorrect information must contact the relevant institutions to correct it. Higher education graduation records are also populated automatically; candidates with incorrect information must have their records corrected.
High school graduates who finished after 2008 will have their records automatically retrieved from the Ministry of National Education via e-Government. Applicants who graduated before 2008 must upload their high school diploma to the “Education Information” section of the Profile Editing page via the “Add High School Graduation Information” button; otherwise they cannot submit an application.
Graduates from domestic or foreign institutions whose qualifications require equivalence must upload official equivalence documents (pdf or jpeg) to the system. Lawyer applicants must upload a notarized or bar-certified attorney license in pdf or jpeg format. Male applicants’ military status is retrieved automatically from the Ministry of National Defense; those with incorrect records must mark the relevant box, enter updated information manually, and upload military status documents in pdf or jpeg format.
Translator/Interpreter (English) applicants: YDS scores are imported automatically; candidates who hold other internationally recognized certificates (CPE, CAE, TOEFL iBT, PTE Academic) at least at B level must upload those documents.
Archive Specialist applicants who did not graduate specifically from archive programs but completed undergraduate programs that include Ottoman Paleography, Arabic or Persian must upload certified transcripts demonstrating this (pdf or jpeg).
If a candidate’s photo does not automatically appear on the Personal Information page, they must upload a photograph that meets the Personnel General Directorate’s photo standards (600×800 pixels, 300 dpi) in pdf or jpeg format to the exam module.
Candidates who were employed full-time as 4/B contracted personnel and whose contracts were terminated, or who unilaterally terminated their contracts and have completed the one-year waiting period (before April 15, 2023), must upload an approved service document from their former employer in pdf or jpeg format during application.
Applicants who discover incorrect information or wish to change their preferences during the application period must cancel their application using the “Cancel My Application” button and then resubmit. Canceled applications will be deleted from the system. Candidates must complete the renewed application and press “Complete My Application” by April 15, 2023 at 17:00.
After completing the application and pressing “Complete My Application,” the system will confirm with a “Your application has been completed” message. Candidates can download the Job Request Form immediately via the “Download Job Request Form” button or later from the “My Applications” section of the application. Candidates are responsible for ensuring their application is complete, accurate and that required documents are uploaded. Failure to comply will void any claims.
Each candidate may make up to three preferences for the announced position title/location. Candidates may choose multiple provinces or ministry centers for a single position title, or multiple titles for one or more locations. After the application period ends, selection of candidates up to four times the number of positions will be made based on KPSS score and preferences, and those candidates will be considered for only one location and job title.
Applications of candidates who fall within the fourfold candidate pool will be reviewed by the Exam Commission. Applications that do not meet requirements will be rejected, and affected candidates cannot claim any rights. Late, incomplete, or improperly submitted applications and documents will not be accepted. Candidates must finalize their application with the “Complete My Application” button for their submission to be recorded.
Announcement and Tracking
Candidates can follow all details of the exam process (whether they are among the fourfold candidate pool, acceptance status, oral exam venue/date/time, participation status, oral exam score, and final or reserve placement) via e-Government through the “My Applications” section of the “Ministry of Interior Candidate Profile Editing and Exam Application” link. No separate written notification will be sent. Candidates are responsible for monitoring their application status and announcements; the Ministry may publish announcements on its official website if necessary.
Evaluation of Applications
After applications are completed, those who rank within four times the number of announced positions will have their documents reviewed by the relevant exam commission through the application module. Candidates must ensure they have saved their application and uploaded accurate documents. Applicants whose records show they do not meet qualifications will have their applications rejected and be notified by SMS and e-mail. Candidates must enter accurate phone numbers when applying.
If the last candidate within the fourfold ranking has the same score as others, those tied candidates’ applications will also be evaluated and ordered alphabetically by surname.
How to File an Appeal
Appeals against the evaluation of applications (for those who qualify among the fourfold candidate pool by KPSS score and preference) must be submitted in writing to the relevant Exam Commission within one business day from the date candidates are notified of rejection via the “My Applications” section and SMS, during weekday working hours (09:30–17:00). Appeals must be documented. Appeals delivered to the Ministry’s document registry or fax within the specified date and hours will be considered; submissions outside this timeframe will not be processed. Decisions by the Exam Commission on appeals are final.
Oral Exam and Exam Locations
Details such as oral exam location, date and time for candidates eligible to take the oral exam will be announced via the “My Applications” section of the application accessible through e-Government. Based on preferences and KPSS scores, each candidate will be allowed to take the oral exam for only one province/ministry center and job title. Oral exams for positions announced in the Ministry’s central and provincial organizations will be conducted by the Ministry Exam Commission. Candidates must arrive at the exam site at least 30 minutes before the scheduled time and present an approved ID (Turkish ID card, identity card, driver’s license, or valid passport). Candidates unable to present valid ID will not be admitted and will have no claim.

How the Oral Exam Will Be Conducted
The hiring process for 4/B contracted personnel is a single-stage oral exam. Eligible candidates will be evaluated by each member of the Exam Commission on the following criteria:
- Knowledge of exam subjects (50 points),
- Ability to comprehend and summarize a topic, expression and reasoning skills (10 points),
- Self-confidence, persuasion and credibility (10 points),
- Suitability for the role in terms of merit, representation, attitudes and behavior (10 points),
- General culture and general ability (10 points),
- Openness to scientific and technological developments (10 points),
- Evaluations total 100 points.
Candidates who fail to appear at the oral exam on the scheduled date will forfeit their right to participate.
Evaluation of Oral Exam Results
Oral exams are scored out of 100. Candidates who score at least 70 are deemed successful. The oral exam score is the arithmetic average of scores given by commission members and constitutes the candidate’s success score. In case of tied oral exam scores, priority is given to the candidate with the higher KPSS score. No audio or visual recording systems will be used beyond the official evaluation minutes.
Primary candidates will be selected up to the number of announced positions, and reserves may be appointed up to one times the number of positions if needed. Achieving the minimum oral exam score does not grant any rights to candidates who do not enter the final primary or reserve lists.
Oral exam results and information for primary and reserve candidates will be announced to candidates through the “My Applications” section of the application on e-Government on a date set by the Ministry.
Documents Required for Appointment and Contract Signing
Documents required for appointment and contract signing include:
- KPSS (B) group result document from 2022,
- Original or certified copy of diploma or graduation certificate (foreign graduates must provide Higher Education Council equivalence document),
- Signed Job Request Form printout (downloadable after completing the application from the “My Applications” section),
- Completed “Asset Declaration Form” and “Code of Ethics for Public Officials” obtained and signed from the Personnel General Directorate’s “Sample Forms and Petitions” section,
- For lawyer applicants: notarized or bar-certified attorney license,
- For Translator/Interpreter (English): YDS result document or equivalent,
- For candidates who were previously full-time 4/B contracted staff whose contracts were terminated, an approved service document from the previous employer.
Oral exam results will be communicated to candidates via the “My Applications” section of the application on e-Government. This notification serves as formal notice; no separate written notifications will be sent. Further instructions about document submission will be posted on the Ministry’s official website. Appointment documents sent by mail, cargo or courier will not be accepted. Appointment procedures for successful candidates will be handled by the Ministry’s Personnel General Directorate; contract signing procedures will be handled by relevant Ministry units.
For positions in provincial organizations, appointment and contract completion for successful candidates will be carried out by the Provincial Directorate of Administrative Affairs where the candidate is placed. Candidates who fail to submit appointment documents within the required time without a valid excuse, or those later found not to meet requirements, will not be appointed and their exam results will not be considered a gained right. If a position becomes vacant within one year, an appointment may be made from reserve candidates based on ranking. Candidates who provide false information or are later found not to meet oral exam requirements will have their appointments and contracts canceled even if they initially passed; criminal complaints will be filed with the Public Prosecutor’s Office where appropriate under the relevant provisions of the Turkish Penal Code (No. 5237).
