According to official statements, the lowest civil servant salary will be set at 22,000 TL as of July. It is expected that this increase will be reflected gradually across all civil servant wages. President Erdoğan commented on the pay rise, saying, “In July we will take another step. We will set the lowest civil servant salary so that it does not fall below the lowest public worker wage.” Within this framework, measures such as a welfare share and, if necessary, a flat-rate increase will raise the lowest civil servant salary to 22,000 TL. A 30% Raise Was Implemented in January
Currently, the lowest civil servant salaries are around 12,000 TL. Salaries for both civil servants and retirees are adjusted each year based on the six-month inflation figures announced for January and July. Typically, SSK and BAĞ-KUR retirees receive increases in line with that inflation rate. For civil servants and civil servant retirees, the collective bargaining raise is applied first, and then any inflation difference above the previous collective bargaining is added. However, in January a welfare share was included for both civil servants and retirees to ease the inflation burden, resulting in a 30% increase. Following that raise, President Erdoğan announced that civil servant salaries would reach a net 22,000 TL in July.

Will the Increase Affect Retiree Pensions?
Social Security Chief Specialist İsa Karakaş commented on the civil servant pay increase on TRT Haber, stating:
“After raising the lowest monthly salary, we can expect substantial proportional increases for all civil servants across grades, duties and titles, taking into account marital status and number of children. The raise in civil servant salaries will directly reflect on civil servant retirees as well. The minimum pension for retired civil servants will rise.”
Based on this assessment, it is reasonable to say that the pay increase for active civil servants will be mirrored in the pensions of civil servant retirees.
Will EYT Beneficiaries Benefit? Following the passage of the law, EYT beneficiaries began submitting retirement applications. To date, more than one million EYT recipients have started receiving pensions. Those who submitted retirement applications between March 3 and July will benefit from these salary increases even if their retirement procedures have not yet been finalized. EYT beneficiaries covered by the Civil Servants’ Pension Fund will see their pension increases indexed to the salary rises of active civil servants. For the July raise, there is no practical difference whether a civil servant retired before or after this month; they are treated the same for the purpose of that increase. However, public-sector retirement bonuses are calculated based on the civil servant salary coefficient and additional indicator in effect on the retirement date. Therefore, public employees who file retirement applications after July 15 will have their retirement bonuses calculated using the July-adjusted salaries.
