Passenger Fined 2,603 TL for Aircraft Rule Violation in 2020

In 2020, a passenger who violated rules on an aircraft was fined 2,603 TL. According to the latest information, the Directorate General of Civil Aviation has applied a revaluation increase of 22.58% to administrative fines. As a result, passengers who fail to follow in-flight safety instructions will face fines of 2,603 TL.

The regulation governing administrative fines issued by the Directorate General of Civil Aviation has been published in the Official Gazette and entered into force, applying the revaluation rate to the amounts stated in the regulation. All administrative fines listed in the regulation have been increased by 22.58%.

Accordingly:

  • Obstructing a proper investigation and failing to preserve evidence,
  • Operating commercial flights carrying passengers or cargo without prior authorization from the Ministry of Transport and Infrastructure,
  • Conducting commercial activities with unlicensed aircraft,
  • Failing to fulfill paid postal-carrying obligations,
  • Failing to provide all technical and financial information requested for inspection,
  • Pilots or required flight crew failing to hold necessary competency certificates,

The fine for the offenses listed above is 17,361 TL.

  • Failing to remove an aircraft from its previous registry after its registration in the Turkish civil aircraft register,
  • Not carrying required documentation on board and failing to report the situation to authorities in the event of a forced landing,
  • Failing to secure the aircraft, passengers or cargo as required,

The penalty for the offenses listed immediately above is 10,416 TL.

  • Failing to take necessary measures regarding crimes and offenses committed on board the aircraft results in a fine of 6,076 TL.
  • Failing to display a copy of the operating license or to comply with rules on publishing flight timetables incurs a fine of 2,604 TL.
  • Operating business activities in contradiction to license conditions is subject to an administrative fine of 10,416 TL.

Insulting a Cabin Crew Member Also Carries a 2,603 TL Fine

Insulting a cabin crew member is subject to a 2,603 TL fine. Other penalties coming into force are also specified in the notice. For example, operators who take off without complying with the maximum permitted passenger number face an administrative fine of 17,361 TL. Passengers who ignore rules will receive fines of 2,603 TL.

Fines apply to passengers who, after being fined, continue to operate portable electronic devices, refuse to fasten seat belts, insult crew members, continue arguing with passengers or cabin crew, obstruct a cabin attendant from performing duties through force, commit verbal harassment, or fail to follow cabin crew instructions. Any behavior that violates in-flight rules will be met with the specified administrative penalties.
