Decree Issued: One Month of Free Natural Gas Usage Announced

Which Groups Are Exempt from Natural Gas Charges?

Following the decree that suspends natural gas charges, people have wondered which groups are covered. The decree, published in the Official Gazette, states that subscribers receiving natural gas from distribution companies—residences, places of worship, and cemevis—will not be charged for one month, and an allowance equivalent to 25 cubic meters will be provided free of charge for up to one year.

For Which Dates Will Natural Gas Charges Not Be Collected?

According to the decree signed by President Recep Tayyip Erdoğan and published in the Official Gazette, subscribers who receive natural gas from distribution companies—residences, places of worship, and cemevis—will not be charged for natural gas on the first invoice issued for consumption between 24 April 2023 and 31 May 2023 inclusive. Additionally, monthly bills accrued through 1 May 2024 will not include charges for natural gas consumption up to 25 cubic meters. System usage fees related to natural gas consumption will be covered by the budget of the Ministry of Energy and Natural Resources.

PRESIDENTIAL DECREE

PRESIDENTIAL DECREE ON SYSTEM USAGE CHARGES RELATED TO NATURAL GAS CONSUMPTION

Decree Number: 144

Purpose

ARTICLE 1- (1) The purpose of this Presidential Decree is to regulate the procedures and principles for covering system usage charges and other amounts related to natural gas consumption for residential, place-of-worship, and cemevi subscribers from the budget of the Ministry of Energy and Natural Resources.

Coverage of system usage charges

ARTICLE 2- (1) The Ministry of Energy and Natural Resources budget shall cover the full system usage charges for residential, place-of-worship, and cemevi subscribers for the first invoice accruals between 24/4/2023 (inclusive) and 31/5/2023 (inclusive), and for subsequent invoices accrued up to 1/5/2024, system usage charges related to natural gas consumption up to 25 Sm3.

(2) For residential, place-of-worship, and cemevi subscribers, the Ministry of Energy and Natural Resources budget shall cover the system usage charges corresponding to the thirty-day portion of natural gas consumption charged on the first invoice issued under Presidential Decree No. 6974 dated 20/3/2023.

(3) Other amounts to be accrued in connection with the system usage charges within the scope of this article shall be covered by the Ministry of Energy and Natural Resources budget.

Procedures and principles for implementation

ARTICLE 3- (1) The procedures and principles for implementing this Presidential Decree shall be determined by the Energy Market Regulatory Authority, taking into account the opinion of the Ministry of Energy and Natural Resources.

Entry into force

ARTICLE 4- (1) This Presidential Decree enters into force on the date of its publication.

Execution

ARTICLE 5- (1) The President shall execute the provisions of this Presidential Decree.
