One institution that offers non-repayable support for women is the Small and Medium Enterprises Development Organization (KOSGEB). KOSGEB offers eligible individuals up to 60,000 TRY in non-repayable grants to help them establish their own businesses.
Submit Your Project to KOSGEB and Receive Your Grant
If you want to benefit from KOSGEB’s non-repayable grant, you must not be part of another company’s founding partnership. The first step for applicants is to participate in the online women entrepreneur training available on kosgeb.gov.tr.
Applicants are admitted to the program through the online training provided. Through the e-Academy system, you complete an online training that lasts between 7 and 10 days and then receive a certificate. After obtaining this certificate, you must apply to the Entrepreneurship Support Program through the same website.
KOSGEB expects a project proposal from you in order to grant up to 60,000 TRY in non-repayable support. Your proposed project or business idea will be evaluated to determine whether it meets needs, contributes to the national economy and employment, and presents a viable commercial plan. Based on KOSGEB’s assessment, you should prepare a detailed, well-documented project plan before submitting your proposal.

Initial support for setting up a company includes an establishment payment of 5,000 TRY. The remaining portion of the grant is allocated according to the type of business for materials, equipment, and rent. Following the establishment of your business, KOSGEB officials will monitor the operation for a period of time.
What Are the Application Requirements for KOSGEB’s Non-Repayable Grants?
Candidates applying for KOSGEB’s non-repayable support must meet several conditions. The main requirements are as follows:
- Completion of the “Applied Entrepreneurship Training” organized by KOSGEB or by institutions cooperating with KOSGEB, such as İŞKUR, municipalities, or universities,
- Completion of KOSGEB’s “Young Entrepreneur Development Program,”
- Entrepreneurs who have completed the Small-Scale Business Establishment Consultancy Support program and can document their participation in the training and program and have established a business,
- Businesses operating within İŞGEM (Business Development Centers) can also benefit from the support.
Businesses opened with KOSGEB non-repayable support are required to remain in operation for three years.
