Will Penalties, Taxes, Bank and Enforcement Debts of Vehicles That Become Scrap Be Erased?
If you own a vehicle model year 1997 or earlier, any outstanding fines applied to the license plate, your motor vehicle tax debt and traffic fine debts will be completely wiped out under the scrapping vehicle law.

Under the scrapping law, all applications will first be made at traffic registration branches.
How to Apply and What Documents Are Required?
When applying at the traffic registration office, an application form will be provided according to the place where you will deliver your vehicle.
- The vehicle’s “Motor Vehicle Traffic Certificate” and “Motor Vehicle Registration Certificate”
- A copy of the Vehicle Delivery Report
- Vehicle Traffic Registration Application and Transaction Form
- The vehicle’s front and rear license plates

After the application, the accepted documents will be delivered to the Scrapping Directorates.
What Is the End Date of the 2017 Scrapped Vehicle Law?
To benefit from the 2017 scrapping law, you must have delivered your vehicle by December 31, 2018 at the latest.
Are Lost Vehicles Included in the 2017 Scrapped Vehicle Law?
All vehicles registered with traffic registration are covered by the law, and owners of lost vehicles can also benefit from this opportunity. All debts on these vehicles will be erased. However, no scrap payment will be made for lost vehicles.
Which Vehicles Are Eligible for the Scrapping Law According to the Notice?
- Cars, coupés, off-road vehicles, motorcycles, minibuses, buses, motorized caravans, pickup trucks, trucks, tractors, etc.
- Taxpayers owning vehicles model year 1997 and earlier can benefit from the law.
- You may also benefit from the scrapping law for vehicles you do not currently possess. Provided the vehicle is lost, no longer exists, or has lost the characteristics of a motor vehicle, and the model year is 2005 or earlier, the scrapping law can be applied.

With Law No. 7020, published in the Official Gazette on May 27, 2017, provisions were introduced allowing vehicles model year 1997 and earlier to be declared scrap and have their debts erased.
