TOKİ’s social housing projects for people with disabilities and their application requirements are announced to the public by the institution. To help low-income citizens become homeowners at affordable prices, TOKİ (Mass Housing Administration) implements projects in different cities. Preliminary applications are taken for newly built homes in each location, and beneficiaries are later determined by a lottery. In 2022, TOKİ launched a nationwide social housing initiative with disabled-specific allocations and application rules that had not been implemented previously.
Alongside 250,000 social housing units, TOKİ offers 100,000 house plots and 10,000 commercial units, providing opportunities to acquire property at accessible prices and with flexible payment options. This initiative is unprecedented among projects carried out to date. The plan also sets aside separate quotas for people with disabilities, retirees and young applicants.
What Are TOKİ’s Current Projects for People with Disabilities?
Under TOKİ’s current projects for people with disabilities, citizens with a disability rate of 40% or more are placed in a priority category.
Other priority categories include:
- Families of martyrs, veterans disabled by terrorism, war and duty
- Retirees
- Youths aged 18–30
- Other
Citizens with at least 40% disability should visit toki.gov.tr to review current projects for disabled applicants. To see province-based projects outside the national Social Housing Initiative, first click the “Satış-Duyurular” (Sales-Announcements) section on the site.

After entering the Sales & Announcements section, select the “Satışlar” (Sales) option on the left.

Next, mark the “Satış Kategorisi” (Sales Category) field as “Engelli” (Disabled).

As shown in the screenshot, after selecting “Engelli”, press the “FİLTRELE” (Filter) button. This will display projects specifically reserved for people with disabilities during that application period. While projects under the Social Housing Initiative are open to all applicants, a specific share of units in the lotteries is reserved for people with disabilities. To view projects within the Social Housing Initiative, go to toki.gov.tr and click “İlk Evim Nasıl Başvururum?” (How Do I Apply for My First Home?).

When you open “İlk Evim Nasıl Başvururum?” and scroll down, you can see how many units are planned for each city.

How to Apply for TOKİ Projects for People with Disabilities
To apply for TOKİ projects for people with disabilities, you must first submit your application via e-Devlet. After approval, you pay the designated application fee and wait for the lottery. Lotteries create primary and reserve lists. Applications can also be submitted through designated Ziraat or Halkbank branches.
Applying via e-Devlet
You can apply for TOKİ disabled projects through e-Devlet. First, visit turkiye.gov.tr and log in with your T.C. identity number and password.
Click “Giriş Yap” (Sign In) at the top right to access the password entry screen, then enter your e-Devlet credentials and proceed.
After logging in, search for “TOKİ” in the service search box and select “Konut Başvurusu” (Housing Application) to begin. The page displays a General Information Form; by submitting it you confirm the accuracy of the information you provide.

Click “Devam Et” (Continue) at the bottom of the form to see previous applications and the “Yeni Başvuru” (New Application) tab. If you have an application under evaluation or payment, you cannot start a new application.

To make a new application, click “Yeni Başvuru” in the top right and complete the identity, address and phone fields. After submitting the form, wait for the evaluation stage to finish.

Complete the form accurately to finalize your application. When evaluation is complete, you will receive an SMS with the account details and the payment deadline for the application fee. If you do not pay by the specified date and time, your application will be invalid.

The message shown in the screenshot includes the IBAN to which you must transfer the fee and the payment deadline. Missing the deadline will void the application.
Applying through Banks
You can also apply through authorized bank branches in each city. Bank applications may involve long queues, so applying via e-Devlet is often faster and more convenient.
Application Requirements for TOKİ Disabled Projects
Key requirements to apply for TOKİ projects for people with disabilities include:
- Being a citizen of the Republic of Turkey
- Having lived in the province where the project is located for at least one year
- The applicant must not own a residence; neither the spouse nor dependent children should own a dwelling
- Income limits (monthly household income up to 16,000 TL; 18,000 TL for Istanbul) do not apply to disabled applicants in the same way
- Only one application is allowed per household
- The applicant must be 18 years or older
- Youths eligible for reserved quotas must have been born after 14/09/1992
When applying through banks, follow this procedure:
- Bring your ID card to the authorized bank branch in the application province
- You will sign the “Başvuru ve Satın Alma Taahhütnamesi” (Application and Purchase Commitment) at the bank
- Disabled applicants should bring a photocopy of their disability ID issued by the General Directorate of Disabled and Elderly Services and a medical report proving the disability
- Parents of disabled children under 18 may apply under the disabled category
- If applying via e-Devlet, applicants present the disability ID and medical report when signing the contract
Are Discounts Available on TOKİ Payments for People with Disabilities?
TOKİ may apply discounts for early payments. An early repayment discount of 20% can be available. Otherwise, payments are typically structured with a 10% down payment and installments spread over up to 240 months.

The example table above shows pricing for a project in Adıyaman, where the down payment is 25% and installments are set for 180 months in that specific example.
Can Parents of a Disabled Child Apply?
Parents of a disabled child can apply under the disabled quota if the child is under 18. If the disabled person is over 18, they may apply in their own name. This support helps families improve their standard of living.
What Is the Quota for People with Disabilities?
The quota for people with disabilities in the Social Housing Initiative is 5%. That means 5% of the 250,000 units are reserved for applicants with disabilities. Lotteries for disabled quotas are held only among disabled applicants. Quotas can vary for province-based projects.
When Are the Lotteries Held?
Lottery dates for TOKİ disabled projects are announced on TOKİ’s website and you will receive a message about the schedule. Lotteries are broadcast live online. Numbers drawn from the machines determine winners. When the draw date arrives, you can watch the live stream on TOKİ’s social channels.
What Documents Are Required to Apply?
Required documents include a photocopy of the disability ID card and a certificate proving the disability. These documents must be submitted during the preliminary application or at contract signing. Incomplete documentation will result in application cancellation.
How to Obtain a Disability Report for TOKİ Applications
A disability report is required for TOKİ disabled projects. The disability must be at least 40% and supported with documentation. Obtain a committee report from public hospitals, where a panel of physicians confirms the disability. Disability reports must be renewed according to official timelines.
How to Check Your Application Status
You can track your TOKİ disabled project application via e-Devlet. Follow the application steps and view the status on the relevant screen.

The example status screen shows common messages: “Değerlendiriliyor” (Under Evaluation) appears until you pay the fee; “Tahsilat Bekleniyor” (Waiting for Payment) appears once payment is needed; final approval is shown after confirmation. If you are not selected in the lottery and your application fee is refunded, the status will read “Başvuru tutarı iade edildi” (Application fee refunded).
How Is the Application Fee Refunded?
Refunds for application fees are processed within five days after the lottery results are announced and are returned to the same account from which the payment was made. Refunds can be received via internet banking, bank branches or ATMs.
What Should Winners Do?
When you win a TOKİ disabled project lottery, unit prices are finalized and a subsequent draw may determine which specific unit you will receive. At contract signing you must visit the bank to finalize and sign documents and present disability-related documents. At key handover you will pay the applicable VAT amount in full.
How Are Payments Structured?
Payments for TOKİ disabled projects are typically structured with a 10% down payment and installments up to 240 months. Installments are adjusted each January and July in line with public sector wage increases. Installment payments begin the month after the contract signing date.
Can I Apply for Both Land and Housing at the Same Time?
You cannot apply for both a land plot and a housing unit simultaneously. You must choose one option among workplaces, housing or land. Applicants who already own land are not eligible to apply for new land.
What Types of Homes Are Offered?
Housing options in TOKİ disabled projects are generally 2+1 and 3+1 layouts. 2+1 units are smaller and have lower down payments and installments. Buildings in the Social Housing Initiative are not planned to be high-rise and developments include playgrounds and social facilities for residents to use and enjoy.
Can TOKİ Houses Be Rented Out?
TOKİ houses may be rented to third parties, but the program’s aim is to provide homes to those without property. Renting is not recommended unless necessary, for example due to relocation or job transfer. In such cases, renting is generally permitted.
Can Lottery-Won TOKİ Homes Be Sold?
Sales of TOKİ homes won in the lottery are restricted under the Social Housing Initiative. Typically, homes cannot be sold for at least 3–4 years. Afterwards, sales are permitted only if the outstanding debt is fully paid. Homes provided under TOKİ disabled projects are intended for those in need. TOKİ has the authority to cancel the rights of applicants who fraudulently claim eligibility while owning property.
