Several important measures concerning the earthquake region were published in the duplicate issue of the Official Gazette. New regulations continue to be introduced in response to the devastating earthquake centered in Kahramanmaraş that affected 10 provinces. Under the new provisions, the VAT rate for deliveries of prefabricated buildings and containers to disaster victims and related institutions in the affected provinces has been reduced from 18% to 1% until the end of the year.
The new regulation applies a VAT reduction for prefabricated buildings and containers delivered to the earthquake zone. The aim is to facilitate relief efforts and accelerate recovery by lowering VAT on these items, making it easier to provide immediate shelter and support to those affected.
VAT LOWERED TO 1% ON THOSE PRODUCTS
The VAT rate for deliveries of prefabricated buildings and containers to disaster victims and organizations in the provinces affected by the earthquake has been reduced from 18% to 1% until the end of the year. The Official Gazette’s duplicate issue contains the regulation stipulating that the reduced VAT rate will apply to these products destined for the earthquake region.

The Presidential Decision amending the Decree on Determining VAT Rates for Goods and Services was published in the Official Gazette and entered into force. Under the decision, prefabricated buildings and containers delivered to disaster victims and related institutions in the 10 provinces affected by the earthquake will be subject to a 1% VAT rate.
VAT REDUCTION APPLIES UNTIL YEAR-END
The decision to apply a 1% VAT rate on deliveries of prefabricated buildings and containers to relevant institutions until the end of the year is intended to make a meaningful contribution to resolving shelter problems for disaster victims in the earthquake region. With the President’s signature bringing the measure into force, prefabricated buildings and containers delivered to disaster victims and related organizations in provinces where the state of emergency is in effect will benefit from the reduced VAT rate through year-end.
The provinces affected—Kahramanmaraş, Gaziantep, Kilis, Osmaniye, Adana, Hatay, Diyarbakır, Şanlıurfa, Malatya and Adıyaman—suffered severe damage and significant loss of life. In addition to the VAT reduction, a range of other new measures will be implemented to support recovery. Announcements on further support for the earthquake region continue to be issued.
