Civil Servant Pension Fund Report: Salary Deduction Rates

The rate of payroll deduction applied to retired pension fund members when they take medical leave is 25% if the report covers more than one week. For civil servants, when the sick leave exceeds one week, a payroll deduction method of 25% is implemented on their monthly pay. This 25% reduction applies to reports that reflect the health condition as determined by a medical board. However, the 25% cut does not apply to every component of a civil servant’s salary for the whole month—certain allowances and increments may be excluded. If the patient’s treatment requires hospitalization, the report period is not subject to this 25% deduction.

How Is the Retired Pension Fund Salary Report Deduction Calculated?

To calculate the amount of the retired pension fund salary deduction, the 25% deduction rate is used as a reference. For example, if a civil servant receives a monthly allowance of 900 TL, the daily rate is 30 TL. Using these figures, if 13 days are deducted, the base amount is 13 x 30 = 390 TL. Applying the 25% deduction to that 390 TL results in a deduction of 97.50 TL. Special service allowance is considered the highest allowance given to civil servants; therefore, when calculating a report-related salary deduction, the highest possible deduction is usually applied to the special service allowance.

In Which Cases Is the Retired Pension Fund Report Salary Deduction Not Applied?

There are certain circumstances in which retired pension fund members are not subject to salary deductions during their medically certified leave. Some medical board reports and specific illness types exempt the person from the 25% payroll deduction.

Some situations where the 25% report salary deduction is not applied include:

  • When the medical board issues a report indicating a long treatment period, the 25% deduction is not applied.
  • Patients with cancer, tuberculosis, or serious psychological illnesses that require prolonged treatment are exempt from the report salary deduction.
  • Individuals who undergo extended inpatient treatment in a hospital are not subject to the deduction.

If a Civil Servant Has a Medical Board Report, Can They Still Receive Their Salary?

A civil servant who holds a medical board report will not face problems receiving their salary. If the person has a medical board report, they continue to receive their pay and no report-related salary deduction is applied.
