Following the recent announcement of 908 worker hires, the expected recruitment notice for 819 public workers has also been published. The State Hydraulic Works (DSİ) has launched the recruitment process for 819 public worker positions through İŞKUR. The published announcement includes application details, application locations, quotas and requirements. Applications that began on May 12 will be evaluated. To fill staffing needs across the organization, DSİ will hire 819 workers for positions across 26 Regional Directorates. Details about the recruitment are provided below.
What Are the Application Requirements?
The recruitment announcement published by the State Hydraulic Works through the Turkish Employment Agency (İŞKUR) opened on May 12, 2023. Prospective applicants often ask what the eligibility criteria are. The requirements are as follows:
- Comply with the provisions of Law No. 2527 on foreigners of Turkish origin performing professions and crafts freely in Turkey and being employed in public or private institutions, and meet the requirements specified in subparagraphs (1), (4), (6) and (7) of paragraph (A) of the first paragraph of Article 48 of the Civil Servants Law No. 657.
- Be at least 18 years old and not yet have reached the age of 35.
- Under Article 4, paragraph 1(c) of the Regulation on Procedures and Principles for the Recruitment of Workers to Public Institutions, not have been convicted of crimes against the security of the state, crimes against the constitutional order and its functioning, crimes against national defense, crimes against state secrets and espionage, embezzlement, bribery, theft, fraud, forgery, abuse of trust, fraudulent bankruptcy, bid rigging, obstruction of performance, laundering assets derived from crime, or smuggling — even if pardoned.
- Not be receiving retirement, old-age or disability pension from any social security institution, and not have any health condition that would prevent continuous performance of duties.
- Civil service staff currently employed in permanent worker positions within the DSİ central or provincial organizations are not permitted to apply for the announced vacancies. If they do apply, they will not be appointed.
- Not have any impediment to appointment according to the archive research results conducted under Law No. 7315 on Security Investigation and Archive Research and related legislation.
- Candidates entitled to priority in recruitment must possess documentation demonstrating the priority conditions stated in Article 5, paragraph 1 of the Regulation.
- Possess the required certificates or qualifications relevant to the occupation for which recruitment is made.
Special Application Conditions
In addition to the age requirement, there is a specific education requirement. No KPSS (Public Personnel Selection Exam) score will be required. Applicants must have completed at least primary school and at most vocational high school. Applicants with associate (Ön Lisans) or bachelor’s (Lisans) degrees will not be accepted.

How to Apply
Applications for the DSİ 819 worker recruitment are being accepted through İŞKUR. Applicants must first log in to the İŞKUR system to submit their applications. Applications will only be accepted electronically via İŞKUR, at district directorates, or through the Alo 170 service. The application period runs from May 12 to May 16, 2023.

Candidates who have applied will be evaluated through a lottery process administered by the State Hydraulic Works. The lottery venue and details will be published on the relevant Regional Directorate web page. The lottery date is indicated as June 1, 2023.
