With the introduction of the e-Government system, many official procedures have moved online. Through the e-Government portal you can quickly perform queries, make payments, obtain official document prints and submit applications. Tasks that once required hours of waiting and running between offices are now completed electronically.
Although the e-Government system is available, many people are not fully familiar with its capabilities. Even for transactions that can be completed in minutes online, we still see citizens waiting in lines at government offices or being redirected from one department to another. This often results from incomplete knowledge about which procedures can be handled through the system. In this guide we explain e-Government in detail so you can learn how it works and save time by avoiding long queues.
What Is e-Government?
E-Government refers to the electronic delivery of public services instead of in-person service. The main portal is accessible at https://www.turkiye.gov.tr/. There are also mobile applications for Android and iOS, so you can log in and use services from your smartphone or tablet.

How Do I Create an e-Government Account?
To use e-Government you need a password. You can obtain an e-Government password at any PTT branch using your national ID card. That password and your ID number are sufficient to log in. If you cannot visit a PTT branch, some banks provide e-Government password issuance via their mobile banking apps.
Is the e-Government Password Paid?
Yes, there is a small fee (2 TL) for the password at PTT, although some banks offer it for free through their mobile apps.
How Can I Log in to e-Government?
There are five main login methods:
- e-Government password,
- Mobile signature,
- Electronic signature (e-signature),
- National ID card,
- Internet banking.
You can use any of these methods to access the system and complete transactions.
Login with e-Government Password: Use the password you obtained from PTT and your ID number to sign in.
Login with Mobile Signature: If you have a mobile signature linked to your phone line you can log in. Subscribers of major mobile operators can use mobile signature, which uses the SIM card under Electronic Signature Law to authenticate. Check your operator for activation details.
Login with e-Signature: Electronic signatures, which are legally equivalent to handwritten signatures, can also be used to log in. If you have an e-signature, you can access e-Government with it. Certification authorities provide e-signature services.
Login with National ID Card: The national ID card application also allows secure login to the portal.
Login with Internet Banking: Many banks offer e-Government access within their mobile or online banking applications. You can sign in through participating banks’ apps to access e-Government services.
What Services Are Available on e-Government?
Services on the e-Government portal are grouped into five main categories:

Which Official Procedures Can I Do Through e-Government?
You can handle a wide range of official matters online, including:

What Judicial Services Are Available?
Many judicial procedures can be completed without visiting the courthouse. Available applications include:

- Subscription management for SMS information systems,

What Environmental, Agriculture and Livestock Services Exist?
E-Government includes many services related to environment, agriculture and livestock. Examples by ministry or agency include:

Which Government and Legislative Services Are Available?
A wide range of ministries and public bodies have e-Government services, including justice, disaster management, social services, communications authority, presidency units, environment, education, defense, population and citizenship, health, transport, statistics and many others. These institutions provide legislation-related services and public information through the portal.
Can I Do Education-Related Transactions on e-Government?
Yes. Many universities and public or private educational institutions are integrated into the portal. Higher Education Council (YÖK) services are included, such as online university registration, diploma and recognition inquiries, faculty and exam documents verification, student certificates, and graduate certificate validation. Open Education (AÖF) students can also access registration and exam grade services. Scholarship, loan and other education services are available in the education section.
Can I Access My Personal Information on e-Government?
Yes. The portal provides personal data such as debts, assets, health, education and case information. The “Personal Information” section contains records related to you and lets you track them securely.
Which Traffic Services Are Available?
Traffic services from the General Directorate of Security are available online. These include:
- Fines associated with vehicle license plates,
- Driver penalty information and barcode documents,
- Driver traffic accident reports with barcode,
- Driver license and personal fine inquiries.
Can I Pay Tax Debts Through e-Government?
The portal integrates with the Revenue Administration. After logging in, you can check “Tax Debt Inquiry” and choose the payment option to proceed to the tax administration’s payment page and complete the payment.
Can I Handle OGS/Toll Account Operations?
Yes. The system allows queries related to OGS passages, violations and account details, including transition records, violation details and account statements.
Can Military Service Procedures Be Done via e-Government?
Many military-related processes are available, such as:
- Military status documents and verification,

- Service point inquiries, doctor information, organ and tissue transplant waiting lists, organ donation registrations and cancellations, vaccination status checks for travel health, seafarer health reports, medication and sick leave report inquiries, e-signed psychotechnical and driver reports, and medical device report checks.
Can I Handle Insurance-Related Transactions?
Yes. Many insurance services are integrated, such as policy and claim inquiries for personal accident, life, motor, health and other insurance types, including corporate liability and sector-specific policies.
Can I Access SGK (Social Security) Services?
The Social Security Institution is integrated with e-Government. You can quickly access services like:
- Registration and service statements,
- Verification of SGK documents,
- 4A/4B/4C service lists and payment information,
- Disability payments, contribution and debt inquiries,
- Structuring and installment tracking,
- Retiree-related services such as pension details, bank and address change, payment information, and when you are eligible to retire.
Health-related SGK services include medication usage period checks, co-payment inquiries, dental prosthesis eligibility, optical device records, treatment details and personal payment management.
Which TOKİ Services Are Available?
TOKİ (Housing Development Administration) services on the portal include debt inquiries, applications, installment plans, loan schedules and lottery results for housing projects. You can check payment plans, interest-free housing loan status, property applications and lottery results for specific projects.
Can I Query Operator Debts and Credits Through e-Government?
Yes. The portal supports queries for operators such as Turkcell, Vodafone and Türk Telekom. You can view subscription details, outstanding balances and any receivables linked to your account.
What İŞKUR Services Are On e-Government?
Services from the Turkish Employment Agency include:
- Unemployment benefit and compensation applications,
- Short-time work allowance queries,
- Job application tracking,
- Registration documents, job listings and recommended job matches.
Are Notary Services Available Online?
Yes. Notary-related queries include vehicle registration searches in your name and the ability to check powers of attorney registered with notaries.
Can I Use Municipal Services on e-Government?

Can I Perform Transactions for Private Companies?
Yes. The portal integrates many utility and service companies so you can view and pay bills for natural gas, electricity, water and telecoms, and manage subscriptions. Numerous companies are registered with the portal and offer their services there.
Can I Use Revenue Administration (GİB) Services?
Yes. Tax-related structuring, debts, penalties, document views and many tax procedures are available. You can view and pay motor vehicle tax, file requests, access electronic notifications, submit petitions, apply for tax reductions and handle many other tax administration transactions online.
Are İLKSAN Services Available?
Yes. İLKSAN-related services integrated into the portal include dues and debt inquiries, affiliated institutions, loan applications, social assistance information and member identity card procedures.
Which ÖSYM Services Are Available?
The portal includes candidate and administrative systems for ÖSYM such as the candidate operations system, application center operations, staff and exam center management modules.
What PTT Services Can Be Done via e-Government?
Many PTT services are available online, including PTTBank internet banking operations, payments for utilities, transfers, HGS balance and loading, vehicle tax payment, account and transaction inquiries, PTT e-Apostille, philately, registered electronic mail (KEP) applications, and other postal and banking services.
