After weeks of anticipation, the long-awaited announcement about the TOKİ 2022 project has finally arrived. President Recep Tayyip Erdoğan shared all the details of the new social housing initiative during his 14:00 address from Beştepe.
THE FIRST SPEAKER WAS MINISTER KURUM
Before President Erdoğan’s statement on the TOKİ 2022 program, Minister of Environment, Urbanization and Climate Change Murat Kurum spoke and highlighted key points. Minister Kurum said: “We have helped five million citizens establish homes. Through urban transformation efforts, we have renewed three million residences. We have opened 455 public gardens that meet many of our citizens’ needs. After healing the wounds in Malatya, Elazığ and İzmir, Turkey has undertaken the largest transformation in the history of the Republic. Today we are proud to offer hundreds of thousands of new homes, building plots and workplaces to our people.”
PRESIDENT RECEP TAYYIP ERDOĞAN BEGINS HIS REMARKS
Following Minister Kurum, President Erdoğan began his address and provided the long-awaited overview of the TOKİ 2022 project, first reviewing TOKİ’s past services. President Erdoğan stated: “We have convened to introduce the most comprehensive housing campaign in the history of the Republic. I thank everyone who contributed to this process. Over the past 20 years we have advanced housing production alongside other national achievements by delivering long-lasting services, works and projects. With TOKİ’s initiatives, we have built 1,170,000 housing units, 90% of which are social housing. We have taken steps to secure the architectural quality and longevity of our homes and workplaces.”
TOKİ 2022 APPLICATION AND DELIVERY DATES
Continuing with application and delivery timelines for the TOKİ 2022 project, President Erdoğan said: “In 2019 we launched two social housing projects, first for 50,000 units and later for 100,000 units. Two million citizens applied to those programs, which encouraged us to take even bigger steps. We decided both to increase the number of units and to make these campaigns a continuous effort. We are beginning construction of hundreds of thousands of social housing units, housing plots and workplaces across Turkey. Applications for TOKİ will start tomorrow and continue until the end of October. The first groundbreaking will take place around the New Year. Our goal is to complete and deliver the first phase of homes within two years.”
HOW MANY SOCIAL HOMES WILL TOKİ 2022 BUILD?
President Erdoğan added details on the scale of the TOKİ 2022 program: “Between 2023 and 2028 we aim to build 500,000 social housing units. An additional 250,000 plots will be allocated for housing. The social housing developed under this program will be named ‘İlkevim’ for residences and ‘İlkişyerim’ for workplaces. This massive investment will help lower house and rental prices across the country. In proportional terms, Turkey already ranks ahead of many countries in home ownership.”
NUMBER OF UNITS BY PROVINCE — TOKİ 2022
Outlining provincial allocations, President Erdoğan said: “We plan to ready 250,000 completed housing units, 250,000 housing plots and 10,000 workplaces within two years. Istanbul will receive 50,000 units, Ankara 18,000 and İzmir 12,500, with additional units planned for other provinces according to local needs.”
TOKİ 2022 QUOTAS
Allocation quotas for the first phase were announced as follows: 12,500 units for families of martyrs and veterans, 12,500 units for people with disabilities, 50,000 units for retirees and 50,000 units reserved for young applicants under 30.
TOKİ 2022 INSTALLMENT PRICES
On payment terms for the social housing units, President Erdoğan explained: “A 40% discount has been applied relative to tax-assessed land values. Prices for 2+1 units start at 608,000 TL with monthly installments beginning from 2,280 TL and financing available up to 240 months. Prices for 3+1 units start at 850,000 TL with monthly installments beginning from 3,187 TL, also available up to 240 months.”
TOKİ 2022 APPLICATION REQUIREMENTS
Regarding income requirements for applicants, President Erdoğan stated: “In Istanbul, household income must be under 18,000 TL to qualify; in other provinces the household income limit is 16,000 TL. A 10% down payment will be collected based on the total price, and the remaining balance will be secured with a signed contract.”
TOKİ 2022 PLOT PRICES
President Erdoğan also announced prices for plots offered in the program’s initial phase: “We will offer ready-to-build plots so citizens can construct their own homes. Plots in seven designated regions will be sold interest-free at below-market prices. Buyers will be able to build their homes within the timeframes set by the program. Engineering and architectural support will be provided during construction. Plots are offered as individual parcels ranging from roughly 350 to 500 square meters, with prices starting at 192,500 TL. Installments begin at 1,604 TL with a 10-year term. Shared-parcel payments start at 112,500 TL with installments starting at 937 TL. Across 12 provinces we already have 3,930 completed workplace units; in the first phase we will open 10,000 workplaces for small and medium-sized businesses.”
