General Directorate of Highways Announces Recruitment for 102 Contracted Staff

The General Directorate of Highways (Karayolları Genel Müdürlüğü) will hire a total of 102 contracted personnel across its central and provincial units under Article 4/B of Law No. 657 on Civil Servants and in accordance with the “Principles on the Employment of Contracted Personnel” enacted by the Council of Ministers Decision dated 06/06/1978 and numbered 7/15754, specifically pursuant to Additional Article 2(b). Candidates may submit only one application for the announced positions and units. Applications will not be accepted in person, by post, or by any other means.

Applicants must apply only to positions that correspond to the educational level they used when taking the exam. You can find the application requirements and details below.

Application Requirements

  • Applicants must meet the conditions specified in Article 48 of the Civil Servants Law No. 657.
  • Under paragraph (A)(1) of Article 48 of Law No. 657, candidates who wish to apply for the contracted positions announced in this notice must be Turkish citizens.
  • Applicants must not have any mental illness that would prevent them from performing their duties.
  • Applicants must meet the qualifications and special requirements listed for the position they apply for.
  • Male candidates must have completed military service, be deferred, or be exempt.
  • Applicants must not be receiving retirement or an old-age pension from any Social Security Institution.
  • Applicants must not have been dismissed from public service for any reason.
  • Applicants must possess, by the application deadline, the required documents for the position they choose (driver’s license, diploma, certificates, licenses, etc.). Candidates who do not hold the required documents by the application deadline will not be appointed even if placed.
  • Candidates who graduated from foreign or domestic institutions and whose diplomas are considered equivalent by the Higher Education Institution for the required education level must upload their equivalency certificate to the “Equivalency Certificate” field under “Other Documents” during their application on the Career Gate (Kariyer Kapısı) portal.
  • Candidates are responsible for the accuracy of the statements and documents they submit. Those who make false or misleading declarations will lose all rights arising from placement and legal action will be taken against those who submit fraudulent documents.

Special Qualifications

  • Candidates placed in engineering, technician, architect, city planner, and lawyer positions must be fit for travel and fieldwork.
  • For all positions, candidates must have scored at least 70 (seventy) in the relevant score type of the 2022 KPSS (B) group.
  • Applicants for the Transport and Traffic Services Technician position must hold a Class B driver’s license.
  • Candidates for the lawyer position must hold a valid bar association license.
  • Applicants for clerical positions must have a computer certificate or a university transcript showing that they took a computer course.

Application Period and Where to Apply

Applications will be accepted between 14.03.2023 and 28.03.2023 and will close at 23:59 on March 28, 2023. Applications must be submitted through the “Kariyer Kapısı” portal at the designated online application address.

Which Documents Are Required for Application?

KPSS scores, diplomas, criminal record documents, military service status, and identity information will be obtained via e-Government web services from the relevant institutions, so candidates will not be required to upload these documents during the initial application. If any of these records are incorrect, candidates must update them with the relevant institutions before applying. Candidates whose graduation information does not automatically appear in the system must enter their graduation details manually and upload an approved copy of their diploma or graduation certificate in PDF format through e-Government.

Additionally, documents required for the chosen position—such as driver’s license, computer certificate or transcript, and bar license—must be uploaded as attachments during the application. It is essential that all submitted documents are accurate and complete. Applications with missing or incorrect information will not be considered. Only applications displaying the message “İşleminiz başarıyla gerçekleştirilmiştir…” on the Career Gate – Public Recruitment Platform will be evaluated. Candidates should verify that their application process has been completed successfully.

Application Results

Recruitment for contracted personnel at the General Directorate of Highways will be made without any written or oral examination. Candidates will be ranked based on their 2022 KPSS (B) group score in the relevant score type, starting with the highest-scoring candidates. The number of primary and an equal number of reserve candidates will be selected for each announced position. In case of equal scores, priority will be given to the candidate who graduated earlier; if graduation dates are also the same, the older candidate will be given priority.

The lists of selected primary and reserve candidates, along with the documents required from primary candidates, and the place and time to submit those documents will be published on the official website of the General Directorate of Highways (www.kgm.gov.tr) within fifteen (15) days following the application deadline. These announcements will serve as official notification, and no separate individual notifications will be sent. Security clearances will be conducted for candidates, and those who do not pass the security check will not be appointed.
