People qualifying under the early retirement regulation (EYT) are also eligible for a pension advance from SGK. If their pension payments are delayed, EYT beneficiaries may request an advance and receive a partial payment until their pension is paid.
What Is a Social Insurance Advance?
A social insurance advance is a payment made to pensioners when their monthly pension is delayed. This payment is intended to alleviate the loss of income pensioners experience while waiting for their pension to be finalized. The advance covers basic needs until the pension is paid.
Pension entitlement is granted to eligible applicants, but the administrative process of assigning the pension can be delayed for various reasons. High volumes of applications and processing backlogs can slow down finalization. Applicants seeking a pension must file with the Social Security Institution.
Applicants wait for pension assignment procedures to be completed. If those procedures are delayed, they may apply for an advance. A minimum waiting period must be met before a social insurance advance can be issued.
If the Social Security Institution does not complete pension assignment procedures within 90 days, a pension advance request may be submitted. The institution must receive the request and then evaluate and finalize the application. If the eligibility criteria are not met, payment will not be made.
How to Receive an SGK Pension Advance
To obtain an SGK pension advance, you must apply to the Retirement Services General Directorate. The 90-day waiting period must have elapsed before an advance request can be made. In other words, at least 90 days must have passed since the pension application was submitted.
If a pension is not assigned within 90 days, an advance request can be lodged. EYT beneficiaries can also apply for a pension advance. Those whose applications made in March have not resulted in pension payments in April, May, or June may request an advance.
Applicants must submit their advance requests in writing. It is also possible to submit the request via Alo 170. A link for online applications through e-Devlet is expected to be available soon.
Written petitions must be responded to by the institution within 15 days. The petition should include the pension registry number, social security registration number, and contact details such as phone number and address. The petition must also include the applicant’s IBAN for payment.

How Can EYT Beneficiaries Receive an Advance?
EYT beneficiaries must submit an application to the Social Security Institution to request an advance. The institution reviews applications and makes decisions accordingly. When many people applied after the EYT regulation was introduced in March, processing delays occurred for some applicants.
Nearly two million people were eligible under the EYT regulation, and a portion of them have not yet received payments. EYT applicants who have waited 90 days since their application date become eligible to request an advance. They must submit the request to the Social Security Institution.
SGK pension advance applications can be submitted starting from June 2 for those who applied on the initial date the law took effect. Once a pension has been assigned and payments have started, an advance request is no longer applicable.
EYT beneficiaries may be entitled to an advance up to three times the minimum wage. This enables a larger payment amount. The institution evaluates applications and schedules payments; the exact timing is determined after review.
Under What Conditions Is a Pension Advance Granted?
One of the main conditions for receiving an advance is the 90-day waiting period. Pensioners who meet this requirement may receive an advance to alleviate loss of income. As pension assignment procedures are delayed, pensioners can face significant financial hardship.

Large-scale legal changes, like the EYT regulation, can extend the pension assignment process. Because nearly two million people became eligible under EYT, processing times have increased.
Will Pensioners Be Given Three Months’ Advance?
The proposal to provide three months’ advance to pensioners has not been implemented yet. Currently, advances are paid only to those whose pensions have not yet been assigned. There is discussion about extending a similar arrangement to pensioners whose pensions have already begun, but no law has been enacted yet.
If such a regulation is passed, regular pensioners could receive an advance up to three times their monthly pension. Those pensioners would apply to the Social Security Institution and repay the advance in installments over terms such as 12, 24, or 36 months.
The maximum advance available to pensioners could reach up to three times the monthly pension, allowing them to meet cash needs without turning to bank loans.
How to Apply for an EYT Advance via e-Devlet?
EYT advance applications are not submitted through e-Devlet. Advance requests must be filed directly with the Social Security Institution via a written petition. The petition should include the applicant’s full name, address, and phone number.
The petition must also state the social security registration number. Applicants should first file a pension application through e-Devlet before requesting an advance. To apply for retirement via e-Devlet, visit the official portal and follow the steps below to log in and submit your pension application.
- On the e-Devlet site, click the “Log In” option on the right side of the page.
- Enter your ID number in the field provided and then enter your e-Devlet password.
- Verify all information and then click the “Log In” button to access services.
For a pension application, search for “allowance” and select the option titled “Issuance of Income, Monthly Pension, Allowance Request Document.”

Then select “New Application” and follow the steps shown on the screen.
- First, choose the “Type of Pension Request” option.
- Select “Old-Age Pension” as the pension request type.
- Choose either 4/A (SSK) or 4/B (BAĞ-KUR) according to your insurance record.
- Finally, click the “Apply” button to submit the application.
How Much Advance Is Given to a Pensioner?
The advance amount that can be given to a pensioner typically equals three times the monthly minimum wage. This provides a substantial sum to help cover immediate expenses. To be eligible, at least 90 days must have passed since the pension application was filed.
