How to Apply Online for 2017 Employer SSK Restructuring

Only two days remain to apply for restructuring. Those who have not yet applied can restructure all finalized SGK (Social Security Institution) premiums due before March 2017 through Law No. 7020 by submitting an online application without waiting in line. Finance Minister Naci Ağbal announced that the application period for restructuring certain public receivables under Law No. 7020 ends on June 30, saying, “Two days left. Citizens should take advantage of this last and significant opportunity. There will be no extension.”

Beneficiaries of the law will be relieved of a large portion of their debts. After applying, they can pay their SGK debts by August 31, 2017. Those who benefit from the law will avoid nearly all accumulated late interest to date. No further restructuring is expected in the near future.

Which Debts Are Covered by the May 27, 2017 Restructuring?

The provisions for the Social Security Institution cover the following:

  • Employer premiums, unemployment insurance, stamp tax debts, special transaction tax debts, and education contribution debts accrued up to March 2017;
  • Minimum labor cost debts for building construction, provided the debts were accrued by May 27, 2017 and the construction was completed by March 31, 2017;
  • Debts arising from contracted works and administrative fines that were notified by August 31, 2017, provided they relate to the March 2017 period or earlier.

These items are subject to the restructuring provisions.

Where and How to Apply for Restructuring?

For 4/a insured persons: Employers should apply to the provincial social security directorate or social security center where the workplace is registered, either via e-Sigorta (E-Insurance), in person, or by mail. 4/a insured individuals who pay their own premiums should apply in person or by mail to the provincial social security directorate or social security center that holds their insured file.

For 4/b insured persons: Those whose premium debts arise from the insured status under paragraph (b) of the first clause of Article 4 of Law No. 5510 should apply in person or by mail to any provincial social security directorate or social security center.

For 4/c insured persons: For debts arising from employees covered by paragraph (c) of the first clause of Article 4, including retirement contributions and employer share, insurance premiums, additional service time premiums, and notional service time contributions, applications should be submitted to the Premiums Department of the General Directorate of Insurance Premiums. Administrative fine debts should be applied for at the provincial social security directorate or social security center where the workplace is registered.

You can submit restructuring applications in person or by mail to your workplace’s Social Security Center using the restructuring application form, or you can apply online via the SGK E-Bildirge password.

If you apply online, the payment plan will not be sent by mail; you must retrieve your payment plan from the system.

How to Restructure Employer Debts Online?

To restructure your SGK debts online, follow these steps:

  • Go to the official SGK website.
  • Enter the E-SGK (E-Social Security) menu.
  • Click the EMPLOYER button.
  • From the menu, choose Employer Transactions and Restructuring Application–Payment Plan.
  • Click ENTER APPLICATION.
  • Log in with your e-bildirge username and password.
  • Select APPLICATION FOR RESTRUCTURING ACCORDING TO LAW NO. 7020 AND PAYMENT PLAN and complete your application.

Complete all required steps and verify your payment plan in the system after submission.
