How to Register for Bağ-Kur and a Sample Application Letter

Anyone who wants to register with Bağ-Kur must first prepare a written application. This application is explained in detail to applicants by staff at Social Security Institution provincial or district directorates.

To register with Bağ-Kur, applicants—regardless of gender—must be at least 18 years old. Additionally, the person must practice their profession independently and must not be registered as an employee at any external institution or organization. Anyone who meets these requirements can complete a Bağ-Kur registration.

What Is a Bağ-Kur Registration?

A Bağ-Kur registration date is the date when a person first began working under Bağ-Kur insurance. There are three registration periods that affect retirement age and eligibility conditions, so the registration date is an important factor for determining pension rights.

These dates and conditions are as follows:

  • For men with registration before 8 September 1999 the retirement age is 43; for women registered before that date the retirement age is 38.
  • For those who started insured work between 8 September 1999 and 30 April 2008, the retirement age is 60 for men and 58 for women.
  • For registrations on or after 1 May 2008, men must have 7,200 days of contributions and be 60 years old, while women must have 7,200 days of contributions and be 58 years old.

The registration dates above determine the retirement conditions for both men and women.

How to Check Your Bağ-Kur Registration?

Bağ-Kur registration can be checked easily through the e-Government (e-Devlet) system. By querying the system, individuals can find their registration date and use it to calculate contribution days and retirement age.

To query Bağ-Kur registration via e-Government, users need an e-Devlet password for identity verification. This password can be obtained from the nearest PTT branch with an ID for a small fee. After acquiring the password and authenticating, follow these steps:

Steps to follow:

  • Go to the e-Government portal and log in.
  • From the “Institutions” menu select “Social Security Institution.”
  • Choose “4B Services” from the service options.
  • Within the 4B services, select the registration record to view your Bağ-Kur registration details.

What Is Bağ-Kur Contribution Debt?

Bağ-Kur contribution debt refers to unpaid contribution days that a person can settle by paying money. This allows those who missed contribution days due to reasons like military service or childbirth to restore their retirement rights by paying a fee.

You can check for missing days via the e-Government 4B service statement. Those who want to clear debts by payment should consider the amnesty or restructuring options offered by Bağ-Kur. There are three main methods to resolve contribution debts:

These methods are:

  • Debt Restructuring: Individuals who meet retirement conditions but cannot retire due to unpaid contributions can apply for restructuring through the Social Security Institution. Installment plans are typically offered in 6, 12, or 18-month options. The calculation includes the debt period and applicable inflation adjustments.
  • Debt Suspension: Those who cannot use restructuring may apply to have their debt suspended by SGK. If they return to Bağ-Kur later, they will need to pay the suspended debt. This temporary option is often used by those who have not yet secured retirement rights.
  • Debt Cancellation: Some past contribution debts may be eligible for cancellation if they originate before May 2018 and the person has not applied for restructuring. Specific eligibility must be confirmed with the institution.

How to Cancel Past Bağ-Kur Contribution Debts?

Those with past Bağ-Kur contribution debts who wish to request cancellation should complete a petition and attach their Insurance Status Document. The completed petition and document must be submitted to Social Security Institution directorates.

Applicants can also request a calculation of their debts. After learning the amount owed, they may opt to make a lump-sum payment to clear the debt. Using debt relief options can help individuals progress toward early retirement and regain access to health services.

How Can Someone With Bağ-Kur Debt Use Health Services?

With the 2018 regulation, individuals with Bağ-Kur debt were given limited access to health services under certain conditions. One key condition is restructuring the debt. In addition, the person must have ended their insured work to qualify.

Previously, access to health services was suspended if Bağ-Kur debt exceeded three months. After the 2018 change, individuals who restructure debts of up to 36 months and pay the first installment regain access to health services. Once the debt is restructured and the first payment is made, health coverage is reinstated.

Family members of a debtor do not automatically gain health service rights due to the debtor’s restructured payments. However, a debtor may access services under their own coverage once they meet the restructuring and payment conditions.
