Military Service Buyback for Retirement Fund Contributors in Turkey

Under Law No. 5520, insured citizens are granted the right to recognize certain periods as credited service. When these periods are credited, they can create opportunities for earlier retirement. For insured men, military service crediting is especially important. In some cases, military service crediting can retroactively adjust the start date of insurance records; in other cases it affects the total insured days counted toward retirement. If a working insured person pauses their job to perform military service, the insured employment period is interrupted during their service. This interruption is not related to the retirement age but directly affects the number of insured premium days. When the required number of days is met, the person becomes eligible for retirement. In this article we will address Emekli Sandığı (Pension Fund) military service crediting. Additional regulations about military service crediting have been introduced. According to these rules, applicants for Emekli Sandığı military service crediting are evaluated based on the educational status at the time of application, the positions and entry grades specified in the law and regulations, and the salary and step details used in benefit calculations.

How to Apply for Emekli Sandığı Military Service Crediting?

To complete Emekli Sandığı military service crediting, you must apply to the Social Security Institution (SGK) with the required documents. All requested information must be filled out accurately; this document is commonly called the Military Service Crediting Form. You can obtain the form from SGK Provincial Directorates or from the Emekli Sandığı Central Directorate. After completing the form, you must have it certified at your military recruitment office. Once the recruitment office approval is obtained, submit your file to the SGK Provincial Directorate to finalize the Emekli Sandığı military service crediting process.

What Happens After You Submit an Application for Military Service Crediting?

After submitting the required documents to the administrative offices, the fees requested by the institution must be deposited to the specified bank account. SGK determines the payment amount and whether it can be paid in full or in installments. Keep in mind that regulations and fee rates can change. It may be sensible to complete the crediting as soon as possible, but potential regulatory changes or unexpectedly high fee amounts could create financial hardship for some applicants.

Are There Changes or Special Arrangements for Emekli Sandığı Military Crediting?

As noted, regulations for Emekli Sandığı military service crediting can be amended. When regulations permit lower, more affordable amounts, even retired fund members who previously did not participate may choose to complete the crediting process. In other social security schemes, recognizing military service as credited service can be costly; this can cause people to delay their application. Emekli Sandığı members and others often wait for amendments that reduce fees before proceeding. When fees become more affordable, interest in crediting military service increases significantly, which can create heavy demand at SGK offices. Despite such crowding, the system continues to provide new opportunities when laws and regulations are updated.

Occasionally, the state, through the Grand National Assembly, enacts laws that change the rules for military service crediting. When legislation allows crediting at very low costs, many Emekli Sandığı members who have not yet credited their military service start the process immediately. Crediting military service in the pension fund and other social security systems can otherwise involve substantial costs, prompting many to postpone the procedure until more favorable conditions arise.

What Documents Are Required to Request Military Service Crediting?

Insured citizens who wish to apply for military service crediting must obtain and complete the “Social Security Institution Crediting Request Petition,” available from Social Security Centers or online, and then visit their local military recruitment office. The petition must include accurate start and end dates of the military service on the back and be certified by the recruitment office. After certification, submit the petition to your Social Security Center or the SGK Provincial Directorate to request crediting; no additional form is generally required.

Who Can Apply for Military Service Crediting?

Under Law No. 5510, insured men covered by SSK, Bağ-Kur and Emekli Sandığı who pay premiums in accordance with the regulations may apply for military service crediting.

How Is Military Service Crediting Calculated?

Military service crediting for Emekli Sandığı applicants is calculated based on the daily earnings used to determine pension contributions. For accepted applications, the fee is computed as 32% of the daily earning base that is subject to lower and upper limits established for the relevant period. Therefore, the applicable contribution base and its lower and upper limits for the credited period are important in the calculation. Applicants who previously credited only part of their military service can apply again to credit the remaining days; a new application is required for that process.
