GOOD NEWS FOR SUBCONTRACTED WORKERS

Many legislative and administrative processes were postponed after the devastating earthquake that affected 11 provinces and deeply impacted the whole country. With parliamentary work delayed, several items—including EYT—were temporarily put on hold.

Meetings that were expected to address the transition of temporary workers to permanent status were postponed, and people continue to ask when a definitive solution will be announced. Discussions were also expected about wage increases for more than 700,000 public sector workers for the 2023–2025 period. At present, there is no definitive official statement about granting permanent positions to subcontracted workers.

WHEN WILL SUBCONTRACTED WORKERS RECEIVE PERMANENT POSITIONS?

Minister of Labour and Social Security Vedat Bilgin stated that work is underway to convert subcontracted workers into permanent employees. He noted that a major reform in previous years provided permanent status to around one million workers.

Details about the transition process for the approximately 90,000 subcontracted workers employed in various institutions remain unclear. The process is not yet complete. After the ministry finalizes its work, it will become clear in which institutions these employees will be appointed as civil servants. Whether employees working in state hospitals and municipalities will receive permanent status will be determined by the specifics of the forthcoming regulation.

WHAT ARE THE CONDITIONS FOR CONTRACTED STAFF TO GET PERMANENT POSITIONS?

President Erdoğan has also commented on providing permanent positions for contracted staff. The planned measures are expected to apply broadly, including those who moved from 4C to 4B status, artists employed by the Ministry of Culture and Tourism, substitute midwives and nurses, and staff at family health centers, among others. Specific eligibility criteria and the scope of the changes will be clarified once the ministry completes its work and issues formal guidance.
