What Requirements Will Candidates Need to Meet?
For this recruitment, candidates must meet the conditions specified in Article 48, clause A, items 1 and 6 of the Civil Servants Law No. 657. The required criteria include the following:
- Being a citizen of the Republic of Turkey,
- Being at least 18 years old,
- Not being older than 40 as of the announcement date,
- Having no health issues that would prevent continuous performance of the job.
Specific conditions for applicants who are former convicts or injured in anti-terror operations but not considered disabled are set out in Article 4, paragraph 1 of the Regulation on Procedures and Principles to Be Applied in the Recruitment of Former Convicts or Persons Injured in Anti-Terror Operations as Workers to Public Institutions and Organizations.
To qualify as a former convict, a candidate must not have been convicted of crimes against state security, the constitutional order and its functioning, national defense, state secrets, espionage, sexual assault or child sexual abuse, even if pardoned. Additionally, those convicted of intentional offenses punishable by one year or more of imprisonment, or convicted of crimes such as embezzlement, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid-rigging, tampering with performance of obligations, laundering proceeds of crime, or smuggling must document their status—showing they have completed their sentence, had the sentence postponed, been conditionally released, benefited from supervised release, or can otherwise substantiate their former convict status with official documentation.
To be considered as injured in anti-terror operations without being classified as disabled, candidates who served under the Military Service Law No. 1111 (dated 21/6/1927) or the Reserve Officers and Reserve Military Officials Law No. 1076 (dated 16/6/1927) and were injured during service as a result of events referred to in Article 21 of the Anti-Terror Law No. 3713 (dated 12 April 1991) must present a medical report and a commander’s letter confirming the injury occurred during anti-terror operations. Applicants who can document their status with these documents will be evaluated in the recruitment process.
Is a KPSS Score Required?
There is no KPSS (Public Personnel Selection Examination) requirement for this Ministry of Health worker recruitment. The hiring will be conducted without KPSS. Candidates will be selected by lottery. The draw will be held online; details of the procedure will be announced later. The draw date is 22.12.2023, and the lottery will continue throughout the day (09:00 – 18:00).

Applicants must have graduated from primary education, secondary education, an associate degree program, or a bachelor’s degree program.
