With the minimum wage for the new year finalized, many types of payments were increased as of 2023. As a result, in 2023 a significantly larger number of parents may become eligible to receive a survivor’s pension due to the death of an insured child.
Under the provisions of Law No. 5510 on Social Insurances and General Health Insurance, rules governing the payment of a pension to the mother or father of an insured person who died after the relevant date (October 2008) are specified. Those who meet the criteria within this framework can receive a monthly pension. The conditions for granting a pension to the deceased insured person’s parents are regulated by this law.
What are the conditions for granting a pension to parents?
The regulation introduced under Law No. 5510 sets out the conditions under which a monthly pension may be granted to the mother and/or father of a deceased insured person. Citizens who satisfy these conditions can receive a monthly payment. The details and requirements for pension entitlement are determined by the law.
Parents under the age of 65 must be part of the remaining share after the deceased’s spouse and children—meaning they can only receive a pension if there is an unpaid share left after those closer heirs. Additionally, the total income the parents earn from all sources must be less than the net amount of the minimum wage. For 2023 this threshold is 8,506 TL.
If a parent is over 65 years old and meets the other eligibility criteria, they may receive a survivor’s pension even if there is no remaining share left from the deceased insured person’s spouse and children.
Income assessment will be applied
The primary condition for granting a pension to the deceased insured person’s parents is that their income must be below the net minimum wage. The net minimum wage, which was 2,825 TL in 2021, rose to 4,253 TL in 2022 and to 8,506 TL in 2023. Consequently, a much larger number of parents may be eligible for monthly payments from the Social Security Institution (SGK) following applications in 2023. Pensions can be granted to all citizens who meet the relevant conditions.
