Every employee receives a monthly payment. In our country, public servants who provide government services also receive monthly payments. The different types of monthly payments for civil servants are therefore important.
A civil servant is a person who works for the state and performs public services. Civil servants are appointed either as contracted staff or through the Public Personnel Selection Examination at specified times of the year. Once appointed, the state makes monthly payments to these civil servants.
One of the monthly payment types for civil servants is salary, which is paid in advance at the beginning of each month. The monthly salary is the compensation given to civil servants for the position and duties they hold.
In this context, the beginning of the month is considered the 15th of each month. If a civil servant retires or dies in the month they receive their salary, they are not required to return that month’s pay. Alongside permanently appointed civil servants, there are also contracted and temporary personnel. Payments to contracted personnel are made according to the terms of their contracts. Temporary personnel are paid based on the number of days worked or on a weekly basis.
Civil servants receive additional payments depending on their service class, job title and grade. These supplementary payments affect monthly pay and may vary in rate from one institution to another.
During the year some civil servants may be transferred to different posts. Monthly payments for transferred personnel are made starting from the beginning of the month in which they start their new position. Probationary civil servants receive their monthly payments at the beginning of the month as well, just like permanent civil servants.
Monthly Pay for Those Who Qualify for Step Advancement
One type of monthly payment for civil servants is the allowance paid to those who qualify for step advancement. This payment is added to the salary each month after a civil servant receives a step increase. There is also the possibility of grade promotion within civil service; when a civil servant advances in grade, they begin receiving the new salary starting from the month the promotion takes effect.
Civil servants may also receive representation allowances. These are payments made to officials who occupy designated positions of authority to cover expenses incurred in the performance of their duties.
In addition to these allowances, civil servants sometimes receive supplementary pay for teaching duties. Teaching duty pay is given to those who teach at schools, courses or other educational institutions, including instructors and faculty members.
Overtime Pay
Another type of monthly payment for civil servants is overtime pay. Overtime pay is compensation for work performed outside normal working hours, paid in accordance with the legal provisions that apply.
Beyond monthly salary types, civil servants also receive financial and social payments. The amounts of these payments can vary with salary adjustments and institutional regulations. One such payment is the Social Balance Compensation, which is paid to civil servants working in municipalities, municipal affiliates and special provincial administrations.
The maximum monthly amount of the social balance compensation cannot exceed 100% of the highest civil servant’s salary.
Another payment outside the standard monthly salary types is the bonus given to local government personnel. According to practice, civil servants working in municipalities, municipal affiliates and special provincial administrations may receive this bonus twice a year.
One additional form of support provided to civil servants is death benefit. If the spouse or children of a civil servant die, the civil servant may receive a death benefit; if the civil servant dies, the benefit is paid to the person the civil servant designated.
