Applying to TOKİ is one of the practical ways to become a homeowner at an affordable price. Due to rising housing costs, low-income households have seen homeownership become increasingly out of reach. For this reason, TOKİ (the Housing Development Administration) carries out province-based projects to offer affordable homes. You can apply to TOKİ through the e-Devlet system or by visiting designated Halkbank or Ziraat Bankası branches.
TOKİ builds hundreds of residences in different provinces almost every year. In 2022 a nationwide public housing initiative began, known as the Social Housing Movement. Under this program, 250,000 homes, 100,000 land parcels and 10,000 commercial units will be offered for sale across Turkey. Special quotas have been reserved for people with disabilities, retirees, families of martyrs and young applicants.
TOKİ Application Requirements
TOKİ application requirements must be met carefully; otherwise your application may be rejected.
The main application conditions are as follows:
- Be a citizen of the Republic of Turkey.
- Have resided in the province where the project is implemented for at least one year.
- Neither the applicant nor the spouse may own a house at the time of application; children under custody must not own a house either.
- Applicants, their spouses and their dependent children must not have previously received a house from TOKİ.
- Household monthly income must not exceed 16,000 TL in general.
- For Istanbul, the household monthly income limit can be 18,000 TL.
- More than one application from the same family is not permitted.
- The applicant must be at least 18 years old.
- For youth-category applications, applicants must be born after 14/09/1992.
- Special conditions apply for families of martyrs, victims of terrorism, and war or duty-disabled persons: they must have lived in the project province for three years. This entitlement is granted only once per eligible person.
TOKİ Istanbul Application
TOKİ Istanbul applications are valid only for residences planned within Istanbul. A person residing in Istanbul cannot apply for projects in other provinces.

The current Social Housing Movement allocations planned for Istanbul are shown above. The distribution of planned units in Istanbul is as follows:
- Arnavutköy, Başakşehir, Esenler: 28,340
- Çatalca: 540
- Silivri-Selimpaşa: 200
- Tuzla: 20,920
As seen, the Social Housing Movement foresees a large number of new homes in Istanbul.
TOKİ Ankara Application
To apply for TOKİ in Ankara, applicants must have lived in the city for at least one year. The current social housing quotas allocated to Ankara are shown below.

A substantial quota has been reserved for Ankara, reflecting the city’s population. The largest allocation is planned for Etimesgut, followed by Gölbaşı, then Kahramankazan, Ayaş, Bala and Evren.

The other Ankara districts and their quotas are shown in the table above. The largest allocation among these is for Sincan Yenipeçenek, followed by Mamak, Sincan Saraycı, Polatlı, Şereflikoçhisar and Kızılcahamam.
E-Devlet TOKİ Application
To apply for TOKİ via e-Devlet, first log in to the e-Devlet system using your identity number and e-Devlet password.
Go to turkiye.gov.tr and click the “Giriş Yap” button on the right side of the screen to reach the login area.
Enter your identity number and e-Devlet password to proceed. If you do not know your password, you may use mobile or e-signature login options. When ready, click “Giriş Yap” to access the system.

Once logged in, type “TOKİ” into the search bar. Select “Konut Başvurusu” from the results to access the relevant application page. You will first see a General Information Form; read it and click “Devam Et” to continue.

After the form, the screen will display your existing applications. To create a new application, click the application button at the top right. If you have a pending application under evaluation, you cannot submit a new one until the current application is finalized.

When you select “Yeni Başvuru” (New Application) you will see the entry screen shown above. Complete the required information to register. While your application is under evaluation, it will later move to “Tahsilat Bekliyor” (Awaiting Payment) if you are selected. At that stage you must pay the application fee at Ziraat Bankası or Halkbank. Payments can be made by transfer, EFT or ATM.

TOKİ will notify you by SMS when the evaluation is complete and provide the account details and amount to be paid. You must transfer the fee by the date and time specified in the SMS to retain your application right. After payment, wait for the lottery draw; draw dates are announced via SMS.
Ziraat Bank TOKİ Application
Ziraat Bankası is one of the banks where TOKİ applications can be submitted. To apply through the bank, visit a branch authorized for the project’s province and sign the documents provided by the branch to complete your application. For convenience, applying via e-Devlet is often the most practical option.
Who Can Apply to TOKİ?
Some restrictions apply to TOKİ applicants. Those without a property, families of martyrs, retirees, people with disabilities and youth applicants can apply under quotas reserved for these groups.
Who Cannot Buy from TOKİ?
Those who already own a home are ineligible for TOKİ. The rule requires the applicant and their spouse to be non-owners; if either spouse or a dependent child owns property, the application is not permitted. People who previously benefited from TOKİ projects are also excluded along with their spouses and children. Additionally, households with monthly income above 16,000 TL (18,000 TL for Istanbul) cannot apply under the Social Housing Movement.
TOKİ 1+1 Apartment Application Requirements
Requirements for 1+1 apartments vary by region. If your application succeeds and you win a 1+1 unit in the lottery, a down payment will be required. After the down payment, you must make monthly installments on the scheduled dates. Projects offer 1+1, 2+1 and 3+1 units; you select the unit type at application and may participate in the lottery only for that choice. You cannot apply for multiple unit types simultaneously.
TOKİ 2+1 Apartment Application Requirements
After meeting the TOKİ 2+1 application conditions and winning the draw, you will be required to make an initial payment and then begin installment payments on the specified schedule. The application process follows the standard steps, and 2+1 units typically cost less than 3+1 units.

For example, in a current project in Oğuzlar district of Çorum, 2+1 apartment sizes are provided in gross and net measurements in the table above. Gross areas range from 86.68 m² to 105.2 m².
TOKİ 3+1 Apartment Application Requirements
Applications for 3+1 units follow the routine process and are submitted through e-Devlet. Enter the requested identity and contact information, pay the application fee and await the lottery. If you are assigned a 3+1 unit, you will move into a larger, more spacious home; however, 3+1 installments are higher.
TOKİ Disabled Housing Application
TOKİ’s disabled housing applications apply positive discrimination: a dedicated quota is reserved for applicants with disabilities. Under the Social Housing Movement, 5% of units are allocated to people with disabilities. Applicants must have at least 40% disability and present documents such as a disability card and a medical board report indicating the disability degree.
If disabled applicants make early payment, they may receive discounts up to 20%. Household income limits and the previous non-recipient rule do not apply in the same way for disabled applicants. To find province-based projects for people with disabilities, follow these steps on the TOKİ website: first go to toki.gov.tr and click the “Satış ve Duyurular” section on the right, then select “Satışlar,” and finally choose “Satış Kategorisi” to view projects for retirees and families of martyrs as well.



TOKİ Retiree Housing Application
Retired applicants should present an SGK retirement identity document or another document proving retirement when applying for TOKİ. The spouse of a deceased person who was receiving a pension may also apply under the retiree quota. Required documents for retirees can be submitted during contract signing. Under the Social Housing Movement, 20% of units are allocated to retirees.
TOKİ Youth Housing Application
Youth housing applications were introduced with the Social Housing Movement. Applicants aged 18 to 30 may apply; those who wish to apply in this category must have been born after 14/09/1992. Twenty percent of units are reserved for youth applicants.
Documents Required for TOKİ Application
Documents requested for TOKİ applications are generally submitted at the contract signing stage. You must provide proof of at least one year’s residence in the project province and household income documents. VAT payment is required when signing the contract. After signing, resale or transfer of the Social Housing Movement units is not permitted, so consider your financial situation carefully before applying and withdraw your application if you expect difficulty meeting payments.
