Who Is Covered by Bağ-Kur Insurance in Turkey?

Those insured under Bağ-Kur are citizens who use the social security services provided by the institution known as Bağ-Kur. Bağ-Kur is one of the social security organizations operating in our country. Social security is one of the fundamental services that all welfare states provide to their citizens, and every person has the right to benefit from these services. Governments typically deliver these services to their populations through various institutions. In our country, the same applies: institutions designated by the state provide social security services to the public. Bağ-Kur is one of these institutions. People who will benefit from Bağ-Kur are those insured under the Bağ-Kur system. In addition to Bağ-Kur, two other institutions that provide social security services are the Retirement Fund (Emekli Sandığı) and the Social Insurance Institution (Sosyal Sigortalar Kurumu), which will be discussed in more detail below.

When we examine social security services in detail, we see that they include important rights such as health coverage and the right to retire. The social security system in our country is administered through services provided by three main institutions. Known as the Retirement Fund, the Social Insurance Institution, and Bağ-Kur, these three organizations provide social security to citizens in different ways. The services offered to different segments of the population vary according to people’s employment status. In other words, a citizen’s working situation determines which of the three institutions will provide their social security coverage. Civil servants who work in state offices benefit from the Retirement Fund through their employment. Those working in private-sector jobs are insured through the Social Insurance Institution. Bağ-Kur operates somewhat differently from the other two institutions. Those insured under Bağ-Kur are typically either self-employed individuals or people who are not employed by others. Bağ-Kur provides insurance coverage for self-employed professionals, craftsmen and artisans, and people who do not work in regular employment. Naturally, beneficiaries must meet certain requirements to access these services.

Social security institutions in our country provide services in exchange for premium payments. Premiums are payments made monthly to the institution to which a person is affiliated. These payments may be made by the individual or by the employer or public institution where the person works. As the name implies, those insured under Bağ-Kur generally make their premium payments themselves. For Retirement Fund beneficiaries, the public offices that employ them pay premiums; for those insured under the Social Insurance Institution, their employers pay the premiums. Bağ-Kur users, being self-employed, are responsible for paying their own premiums. Even if they are not currently working, individuals can still obtain social security through Bağ-Kur by paying the required premiums.

What is 4B Insurance?

4B insurance is the current designation for those insured under Bağ-Kur. Social security services in our country have been consolidated under a single system. From now on, all related procedures are carried out under the Social Security Institution (SGK). Within this new system, Bağ-Kur transactions are classified under the 4B category. Citizens who use Bağ-Kur can now perform all related transactions through SGK under the 4B heading. With the transition to the new system, users can also carry out insurance-related procedures online. All such transactions are available through the E-Government (E-Devlet) platform. E-Devlet allows you to complete many government services online that previously required an in-person visit. To use this system, you simply need to obtain an E-Devlet login password from PTT branches for a small fee. Using that password, you can access the system and complete your procedures.

Those insured under Bağ-Kur will carry out their procedures via the E-Devlet system under the 4B heading. Using the service portal provided by E-Devlet, you can access the list of services and perform Bağ-Kur–related transactions online through the 4B service entries.
