The Minister of Family, Labor and Social Services, Zehra Zümrüt Selçuk, commented on the 3600 additional indicator, stating that the promises made will be fulfilled and providing information about the ongoing work. Selçuk emphasized that commitments will be honored and outlined the progress related to the 3600 additional indicator.

Addressing flexible working arrangements, Minister Selçuk noted that everyone may perceive flexibility differently and explained that flexible work can be a method to increase employment. She said the National Employment Strategy includes the concept of secure flexibility. Regarding the additional indicator, she said the details and possible actions will be discussed thoroughly with social partners. On the question of raising the additional indicator to 3600 for certain titles, Selçuk reiterated, “Of course, President Recep Tayyip Erdoğan’s promise will be fulfilled.”

AK Party spokesperson Ömer Çelik also spoke about the issue, responding to questions about the 3600 additional indicator for police officers, teachers, clergy and nurses. He described their approach as positive, saying there are no aspects they view negatively and that the team continues to work on the matter.

Çelik stressed that the issue should be scheduled in a way that fits economic discipline and that the process needs to preserve balance between professions within the personnel system. The timing will be announced by the minister; he reiterated the positive stance and added that the decision has essentially been made.

How Much Will Salaries Change with the Additional Indicator?

How much will salaries change with the additional indicator? If the additional indicator is increased to 3600, retired pensions and severance payments (retirement bonuses) will rise. Some active employees will also see increases in their monthly salaries.

If the additional indicator increases from 2020 to 3600

  • Retired teachers, police officers, nurses, clergy and administrators with 25 years of service would see an increase of 653.15 TL in their monthly pension.
  • Those with 30 years of service in the same categories would see an increase of 696.69 TL in their monthly pension.
  • Those with 35 years of service would see an increase of 740.24 TL in their monthly pension.

Further effects of raising the additional indicator from 2020 to 3600

  • The retirement severance payment for those with 25 years of service would rise from 82,345 TL to 103,279 TL.
  • For civil servants whose additional indicator is raised from 3000 to 3600, monthly salaries could decrease by 34 TL. Despite that small decrease, retired pensions would increase by about 550 TL and severance payments by 20,710 TL.
  • Police officers’ monthly pensions would increase by 533 TL, and their severance payments would rise by 17,100 TL.

Approximately 280,000 police officers, 1,100,000 teachers, 110,000 nurses and 120,000 clergy are expected to benefit from the legislation if it is enacted.
