Under Which Law Are Disabled Civil Servant Recruitment Conditions Guaranteed?

The law that sets out disabled civil servant recruitment conditions is Law No. 657 on Civil Servants. Article 53, titled “Conditions for the Appointment of Persons with Disabilities to State Civil Service and the Regulation on Central Examination and Lottery Procedures,” provides that three percent of personnel in public institutions and organizations are to be employed from disabled quotas.

How Many Disabled Civil Servants Will Be Appointed in 2023?

It was announced that 2,927 disabled civil servant appointments would be made in 2023. As of this writing, there has been no official channel confirmation regarding those 2,927 appointments.

Which Disabilities Are Eligible for Disabled Civil Servant Recruitment?

Eligible disability conditions are grouped into three categories: general disabilities, intellectual disabilities, and visual system disabilities.

Details of disability groups are explained below:

  • If the disabled health board report lists physical disabilities, chronic illness, speech and language disorders, emotional and behavioral disorders, pervasive developmental disorders, specific learning disabilities, or cerebral palsy (CP), the candidate is accepted in the general disability group and allowed to sit the exam.
  • Those with a diagnosis of intellectual disability on their health board report are classified as intellectually disabled. However, diagnoses such as schizophrenia, schizoaffective disorder, and delusional disorder fall under the general disability group.
  • Candidates with visual system conditions, eye diseases, or visual impairments with a disability rate of 25% or higher are placed in the visual disability group for the exam.

How Can Disabled Candidates Apply for Civil Servant Positions?

Applications for disabled civil servant recruitment can be made in two ways:

  • By taking the E-KPSS exam and, based on exam results, making preferences to be placed into vacant positions.
  • By participating in the lottery procedure to be assigned to vacant positions.

Are Disabled Civil Servant Application Processes Fee-Based?

Both candidates taking the E-KPSS and those participating in the lottery must pay application fees. These fees are announced before the application period. Payments must be made within the announced E-KPSS and lottery application deadlines.

If a payment is made after the application deadline, the fee is not refunded. Fees paid in error, duplicate payments, or payments by candidates who do not ultimately take the exam are not refunded.

Application fees are as follows:

  • The last announced E-KPSS exam fee was 170 TL. Of this amount, 45 TL must be paid by the candidate; 125 TL is paid by the Ministry of Family, Labour and Social Services to ÖSYM on behalf of the candidate. Disabled applicants do not pay the full E-KPSS fee themselves.
  • The lottery participation fee for disabled candidates is 20 TL, which must be paid in full by the applicant.

Candidates seeking appointment via lottery must have completed primary or middle school or have an equivalent primary education level. After a notarized lottery draw, successful candidates are assigned to vacant positions.

What Is the Disabled Public Personnel Selection Exam (E-KPSS)?

E-KPSS is the exam disabled individuals must take to become civil servants. A protocol among the Ministry of Family and Social Services, the Ministry of Health, the State Personnel Presidency, and ÖSYM stipulates that ÖSYM organizes and administers the exam.

What Are the Requirements to Apply for E-KPSS?

Requirements to enter E-KPSS include the following:

  • The applicant must be at least 18 years old. Those who have completed vocational or trade schools may apply from age 15.
  • Applications from disabled individuals aged 65 or older are not accepted.
  • Disabled applicants who have graduated from high school, associate degree (ön lisans), or bachelor’s degree programs are eligible to take E-KPSS.
  • Exam results for those who meet the disabled recruitment requirements are valid for four years; E-KPSS is administered every two years.
  • For appointments made in 2023, candidates must have previously applied but not been placed via 2018-EKPSS, 2020-EKPSS, 2018-lottery, or 2020-lottery procedures.
  • Candidates who previously registered for the lottery can reapply for disabled civil servant recruitment via E-KPSS within four years.
  • Once a disabled candidate is placed into a civil servant position based on their E-KPSS score, they lose the right to retake E-KPSS or join the lottery.
  • Applicants are responsible for the accuracy of all information provided. If information is found to be false or documents are forged, all rights obtained from the exam are revoked.
  • Applicants whose applications are not approved cannot be appointed even if they attain high exam scores.
  • It is not possible to both register for E-KPSS and participate in the lottery in the same period. Those who complete E-KPSS registration cannot enter the lottery, even if they do not sit the exam.

How Is the E-KPSS Administered?

The E-KPSS is held simultaneously in all 81 provinces of Turkey as a single session. The exam start time is 10:15. Questions are tailored to candidates’ disability groups and education levels.

The exam consists of General Ability and General Culture tests, totaling 60 questions. Candidates are given 60 minutes to complete the exam.

Where Do You Apply for E-KPSS?

E-KPSS applications are made through ÖSYM’s website. The placement procedures and preference guides are accessed through the Ministry of Family and Social Services and ÖSYM portals. ÖSYM publishes a guidance booklet to help candidates avoid incorrect preferences.

Who Cannot Apply Online for Disabled Civil Servant Recruitment?

Those who cannot apply online include individuals without a valid photo in the ÖSYM system, those whose education information is not recorded, and those whose disability group information has changed.

Applicants whose disability group has changed must complete the disability information form and obtain the Preliminary Acceptance and Commitment Declaration. They must finalize their application at application centers.

What Documents Are Required for Disabled Civil Servant Applications?

For candidates whose details are not in ÖSYM’s system, the required documents include:

  • An official disabled health board report or a Special Needs Report for children.
  • For individuals with hearing impairment who acquired it before starting primary school, an official document proving their condition.
  • Intellectually disabled candidates should provide diplomas from schools they graduated from after 2006, if available.
  • A correctly completed application form.
  • Proof of the candidate’s education level.
  • An identity document displaying the Turkish Republic ID number, such as a national ID card or a valid passport.

How Is a Disabled Health Board Report Obtained?

The disabled health board report is required for disabled civil servant recruitment. Candidates must document any change in disability status with an official health report issued by hospitals authorized by the Ministry of Health to issue disability reports.

Applicants should state that they are requesting a disability report from an authorized full-service hospital. After necessary physical and mental examinations, the individual’s disability percentages are calculated in detail and the report is issued.

The disabled person, their guardian, or the institution requesting the report may apply to the hospital. The individual must have at least a 40% disability rate to receive a disability report that qualifies them for civil servant appointment.

The report should also indicate that the candidate is fit to work in order to be appointed as a civil servant.
