After the bill on retirement with premium payment period recognition (EYT), which many have been eagerly awaiting, was approved by the Turkish Grand National Assembly’s Plan and Budget Commission, it was announced that the average monthly pension for those covered by the arrangement will be 8,733 Turkish lira.
The EYT proposal, bearing the signatures of members of the Cumhur İttifakı, consists of four articles. With the temporary article added to the Social Insurance and General Health Insurance Law, those who request monthly pension payments after the effective date of the proposal and who meet the non-age conditions required for old-age or retirement pensions will be entitled to receive those pensions. According to this provision, no retroactive payments will be made and no retroactive claims will be accepted.

Regulations that previously required termination of employment contracts by public institutions or companies for workers who were transferred to permanent positions in public institutions, special provincial administrations, municipalities and their affiliated organizations, or in companies where more than half of the capital is owned by these local administrations, will be abolished when those workers become eligible for retirement, old-age, or disability pensions.
How Much Will EYT Beneficiaries Receive?
Answering deputies’ questions as the bill’s sponsor, AKP Manisa MP Uğur Aydemir provided the following breakdown: “The average monthly amount; for those retiring from SSK (social insurance) 7,797 lira, for those from BAĞ-KUR 5,811 lira, and for retirees from the Civil Servants’ Pension Fund 12,389 lira. The overall average of these amounts is 8,733 lira.” Thus, BAĞ-KUR, SSK and Civil Servants’ Pension Fund beneficiaries will receive different payment amounts, with an overall average of 8,733 TL.

Plan and Budget Commission Chair Cevdet Yılmaz warned that the EYT regulation will create a significant administrative burden for Social Security Institution (SGK) staff and recommended that eligible applicants submit their applications digitally. He emphasized that digital submissions will help lighten the workload for SGK personnel and will speed up processing, urging applicants to use online channels whenever possible.
