Now those who are short on premium days will be able to retire. The Ministry of Labor and Social Security has opened the way to retirement for people with missing premium days by publishing a draft law. As a result of this effort, a total of 100,000 people will be able to obtain retirement rights. Citizens who wish can retire by repaying outstanding premiums retrospectively to the Social Security Institution (SGK).
Draft Finalized
The Ministry of Labor and Social Security prepared a new draft law to allow citizens with missing premium days to retire, and this draft was reviewed. The proposal offers the opportunity to purchase (borrow) the missing days so that those short of required premium days can qualify for retirement. Under the enacted law, a minimum service condition applies: beneficiaries must have at least 1,800 premium days. If a citizen has 1,800 or more premium days, they can complete the remaining days by repaying them through the buyback mechanism and thus retire.
With rules and conditions defined, the law has been in effect since 2015. As noted earlier, this legislation affects around 20 million people. The law resolves many questions citizens have, including vehicle tax (MTV) debts, tax amnesties, SGK-SSK premium buyback amnesties, regulations for subcontracted workers, GSS and BAĞ-KUR buybacks, and traffic debt amnesties. Key provisions of the law include the following:
- Women who have children were granted the right to buy back maternity periods, which can move their retirement date earlier. This buyback is allowed for up to three children.
- An update increases the allowable number of in vitro fertilization (IVF) attempts covered by the regulation from two to three.
- Administrative fines under 120 TL, except fines for smoking in prohibited areas, will not be collected.
- All SGK-related debts of insured workers who lost their lives in the Soma mine disaster will be canceled.
- By December 31, 2014, 35,000 teacher appointments will be made.
- Taxes and existing fines will be collected under a restructuring framework.
- For workplaces registered with SGK, unpaid insurance premiums, unemployment insurance premiums, social security support premiums, administrative fines, education contribution fees, special transaction taxes, and stamp tax debts dated before December 31, 2013, if each debt does not exceed 100 TL, late payment penalties will be waived.
- For unpaid insurance debts up to April 2014 and earlier—if the outstanding amounts for retirement contributions, employer shares, unemployment insurance, and social security support premiums are paid—then penalties such as late fees and late interest applied to those debts will be waived in full.
- For domestic service employees who work fewer than 10 days per month for the same employer, employers will pay work accident and occupational disease insurance premiums equal to 2% of the daily minimum earnings for each such employee.
- The time limit to file lawsuits concerning central exams or their results will be set to 10 days. Defendants must submit their defense within 3 days of receiving the complaint; this period can be extended once for a maximum of 3 additional days. Decisions to suspend execution will be removed.
- The Ministry of Youth and Sports, the Turkish Football Federation, and sports clubs operating in Turkey will be allowed to pay their debts to SGK and the Ministry of Finance in 42 equal installments, in two-month periods.

How to Check SGK Premiums
To check your SGK premium records, you must first have an e‑Government (E-Devlet) password. Without an E-Devlet password, you cannot access SGK premium inquiries or many other official online services.
To obtain an E-Devlet password, visit the nearest PTT branch with your identity card that displays your personal information and apply for an E-Devlet password. A small processing fee is required. After paying the fee, your E-Devlet password will be delivered to you in a sealed envelope.
