According to the latest reports, following the normalization process after the coronavirus outbreak and the subsequent rise in case numbers, mask-wearing has been made mandatory in three major provinces: Istanbul, Ankara and Bursa. Within the framework of measures adopted for coronavirus, these provinces have reintroduced compulsory mask use. Istanbul Governor Ali Yerlikaya announced the reinstatement of the mask requirement via social media.
As part of the measures taken against the coronavirus, wearing masks is now compulsory in Istanbul, Bursa and Ankara. In his announcement posted on social media, Governor Ali Yerlikaya addressed Istanbul residents directly and stated that, for the protection of public health, wearing masks in outdoor public spaces across Istanbul is now mandatory.

In line with decisions issued for the three provinces, the Ankara Governor’s Office has announced that, following recommendations from the Scientific Committee, masks are required in outdoor areas and in indoor spaces where people gather. Similarly, the Bursa Provincial Public Health Council has decided that mask use is obligatory in outdoor areas as well.
According to a statement from the Ministry of Interior, in provinces where mask use is compulsory, the fine for being outdoors without a mask is set at 3,150 TL. The Ministry’s announcement indicated that administrative fines will be imposed pursuant to Article 282 of the Public Health Law and that further procedures will be carried out according to the relevant provisions of the law depending on the nature of the violation. It also noted that, for actions that constitute a criminal offense, judicial proceedings will be initiated in accordance with Article 195 of the Turkish Penal Code.
