Check Public Procurement Blacklist (KİK) – Search Sanctioned Suppliers

According to the foundational structure of the Republic of Türkiye, public procurement is generally conducted through tenders. The state announces tenders for various needs at different times, and any company or individual has the right to participate. The company or person awarded a tender must perform the contracted work in accordance with the tender specifications. Those who deviate from the specifications or fail to comply with the conditions may be sanctioned by the state and banned from participating in future public tenders.

Public tenders are announced online by the Public Procurement Authority (KİK). KİK, which stands for Kamu İhale Kurumu, maintains records of companies and individuals who are barred from participating in tenders and publishes a list of those subject to bans. Underlaws such as the Public Procurement Law, the Public Procurement Contract Law and related regulations, names of companies or individuals who have lost the right to participate in tenders are recorded and published. KİK continuously updates this list, and companies monitor it to ensure compliance. To participate in tenders, applicants must meet the required conditions, have a clean record, not be subject to exclusion penalties, and present necessary guarantees.

The scope of bans imposed by KİK varies depending on the relevant legal provisions and the type of tender. A full ban means temporary exclusion from all tenders organized by public institutions. An institutional ban applies only to tenders managed by the specific public institution that issued the decision. A ministry-level ban limits participation in tenders under that particular ministry during the ban period.

You can check whether you or your company is listed among those banned by using the KİK barred-party search (KİK yasaklı sorgulama). This query can be performed online via the KİK website, so it is not necessary to visit the procurement office in person. Through the online search you can verify whether you have an active ban and view the current list.

How to Perform a KİK Barred-Party Search

You can carry out the barred-party search easily on the Public Procurement Authority’s website. After accessing the relevant page, click the barred-party query link and you will see a search form like the one shown below.

As shown in the example, you must fill in the indicated fields. Enter the nationality of the barred party, the chamber registration, tax number, duration of the ban, the name of the barred person or company, registration number, and national ID number if applicable. Then provide the name of the ministry or institution that issued the ban, the authority that conducted the tender, and the legal article that led to the ban. Finally, press the “search” button to complete the query. This process will reveal whether a ban has been recorded.

You can also perform the KİK barred-party search via the e-Government (E-Devlet) portal. To do this, follow the e-Government link to the KİK query page and complete the form that appears.

On the e-Government form, fill in the required fields such as tax number, the name of the barred party, and national ID number where applicable. Press the “submit” button to finish the search. Through the e-Government system you can access KİK’s barred-party data and the associated list of banned persons and companies.
