State Support for People Building Prefabricated Houses
Government supports aimed at meeting the housing needs of those in need continued in 2020. Alongside the Ministry of Environment and Urbanization, the Ministry of Family, Labour and Social Services provides additional assistance, making it practical and easier to become a homeowner through prefabricated house aid.
When existing housing conditions are inadequate—such as living in old, poorly maintained, or unhealthy dwellings—support is provided to help vulnerable families obtain new homes. These prefabricated housing supports are administered by the General Directorate of Social Assistance under the Ministry of Family, Labour and Social Services, and applications must be submitted to the relevant foundations affiliated with the ministry.
To apply for prefabricated housing under the Housing Assistance program, applicants must meet conditions set by the ministry. According to official statements, support is available for repair and renovation of uninhabitable or unsafe houses, for prefabricated house construction, and to repair homes damaged by natural disasters.

Who Can Receive Prefabricated House Aid?
There are specific eligibility criteria for receiving prefabricated house aid. The primary requirement is that the applicant must be at least 18 years old. Other conditions set by the ministry include household per capita income below one-third of the net minimum wage, or the presence of special circumstances such as elderly, disabled, or widowed status. In addition, the land on which the repair or construction will take place must be fully owned by the applicant.
In other words, applicants must document their need and submit an application to the ministry along with a poverty certificate issued by the local mukhtar (village head) or municipality. It is important to note that the land where the prefabricated house will be built must belong to the applicant; the ministry does not provide land or cover land acquisition costs. If an existing dwelling is unfit for living and the land title belongs to the applicant, they may be eligible for prefabricated housing support of up to 30,000 Turkish Lira.

How to Apply for Prefabricated House Support
To apply for prefabricated house support, eligible applicants should submit their application through foundations affiliated with the Ministry of Family, Labour and Social Services. Required documents include an identity card and a poverty certificate obtained from the mukhtar or municipality. After gathering these documents, applicants visit the relevant foundation to file their application. Foundation staff will inspect the household, and if the dwelling is found to be uninhabitable or unsafe, support is provided.
Support is not limited to prefabricated house construction alone. The ministry has established specific rules that may allow other types of assistance. For example, if only part of the existing dwelling requires repair and those issues can be fixed through renovation, an inspection may determine that renovation costs—up to 10,000 Turkish Lira—will be covered instead of building a new prefabricated house. In such cases, the home is refurbished and made suitable for habitation.
