How Immigrant Citizens Can Buy Back Military Service Time

Immigrant citizens’ military service debt repayment requires that the individuals in question acquire Turkish citizenship after turning 22. Those who meet this condition must then submit documents proving they completed military service in the country they emigrated from. The document proving military service must include the dates of service. What Documents Are Required for Immigrants Seeking Military Service Debt Repayment?

Immigrant citizens must submit all required documents for military service debt repayment without omission. Missing documents will delay and complicate the process. It is mandatory to present a document proving military service in the country of origin.

This document must be translated into Turkish before a notary and carry an apostille where applicable. It is important that the original document is clearly and accurately understood. In addition, the applicant must complete the “Service Debt Repayment Request Petition” form. A written request documenting the applicant’s intent must be prepared at this stage.

Once these documents are in order, the immigrant must pay the notified debt amount. If, in the following months, authorities determine that the request is complete and free of defects, the procedures will be finalized. After this stage, the immigrant may become eligible to receive a retirement pension without further delay.

What If the Military Document Does Not Include Dates?

If the military status document does not state dates, a new dated certificate is required for military service debt repayment. Older documents sometimes lack explicit service periods. In such cases, Turkish equivalents for the relevant period are used for comparison. If military service in Turkey at that time was 6 months, then even if the person served 24 months abroad, only 6 months will be accepted and counted for debt repayment.

For example, if someone completed 24 months of military service in Bulgaria in 1986, and at that time the Turkish military period was 18 months, the immigrant’s military service debt repayment will be accepted as 18 months. The remaining 6 months will not be recognized under Turkish law.

Who Can Benefit from Bulgarian Service Debt Repayment?

Eligibility for Bulgarian service debt repayment is regulated by Article 79 of Law No. 5754 and the temporary Article 6 added to Law No. 3201. According to these regulations, people who were forcibly displaced from countries that have social security agreements and subsequently became Turkish citizens between January 1, 1989 and May 8, 2008 may gain the right to earlier retirement. The conditions for benefiting from Bulgarian service debt repayment are:

  • The person must have been forcibly displaced from their country between January 1, 1989 and May 8, 2008.
  • The person must have obtained Turkish citizenship after being forcibly displaced.
  • The person must reside within the Republic of Turkey.
  • The person must not receive income or a pension from Turkish social security institutions under Law No. 2022.
  • The person must be able to document the periods worked in the country they left.
  • The person must submit a written “Request Petition for Bulgarian Service Debt Repayment.”
  • The notified debt amount must be paid within three months.

After the amendments under Law No. 5754, individuals forcibly displaced from Bulgaria can make debt repayments for their periods of work in Bulgaria. Times spent as a homemaker, student, or otherwise unemployed are not eligible for this type of repayment.

The petition form for Bulgarian service debt repayment is available from Social Security Provincial Directorates and Social Security Centers. The form must be filled out completely and delivered in person by the immigrant citizen to the Social Security Provincial Directorate.

Military service debt repayment for immigrants applies only to certain countries. Immigrants who acquired Turkish citizenship may benefit from earlier retirement by proving they completed military service in the country they left after turning 22.

Those who came to Turkey voluntarily and later became Turkish citizens are not eligible for military service debt repayment, even if they migrated between 1989 and 2008.
